Telangana doctors ask for postponement of NMC’s district residency programme

The implementation of the National Medical Commission’s (NMC) District Residency Programme (DRP) in Telangana, which was scheduled to commence on March 20, has been postponed as requested by the state’s postgraduate (PG) resident doctors. These doctors have communicated to Health Minister T. Harish Rao and Health Secretary Syed Ali Murtuza Rizvi about some practical difficulties they may face during the programme.

 

On Sunday, March 19, the Telangana Junior Doctors’ Association (T-JUDA) held a meeting with Minister Rao to discuss the issues surrounding the residency programme. After considering the concerns raised by the doctors, the Minister scheduled a meeting with Health Secretary Syed Ali Murtuza Rizvi on March 20 to discuss the matter further.

As per the National Medical Commission’s (NMC) programme, it is mandatory for all postgraduate (PG) residents from government, private, and deemed universities across all states and union territories to undergo a three-month training programme, during which they are required to serve at a district hospital.

 

According to Dr. Kaushik Kumar Pinjarala, the President of T-JUDA, the District Residency Programme has already been implemented in Andhra Pradesh, Tamil Nadu, Kerala, and Telangana. However, unlike other states, Telangana has not given students the option of serving in their home districts. Consequently, students have been posted in far-off places and are required to travel a distance of 125-150 km, which they are willing to do occasionally. However, the district hospitals where they have been posted are not providing them with accommodation, facilities, or food. When asked, the hospitals said that they had not received any communication from the government regarding these matters.

 

After failing to receive any satisfactory help from the state’s Directorate of Medical Education (DME), the doctors approached Minister Rao seeking a solution to their problems. The doctors requested that the government assign them hospitals in their home districts to avoid extensive travel. The minister responded positively and scheduled a meeting with Health Secretary Rizvi on March 20 at 11:30 a.m. to discuss the issues and find a solution, according to a press release by T-JUDA.

 

The students’ suggestion of being allotted hospitals in their home districts or near their parent hospitals was deemed complicated and practically impossible by the Health Secretary. In response, the residents proposed the idea of providing them with accommodation or offering an allowance to help them find their own accommodation and cover their travel expenses, along with food expenses.

 

The press release by T-JUDA states that the Health Secretary, Syed Ali Murtuza Rizvi, assured the PG residents that he would talk to all superintendents in the hospitals or rent places around the hospitals to provide them with accommodation. Additionally, he promised that food facilities would be available for all duty doctors.

The students are currently awaiting a positive response from the government and have requested that the programme be delayed. Responding to their request, the Directorate of Medical Education (DME) issued a notice on March 20, postponing the implementation date of the programme to April 1.

 

According to the resident doctors, the lack of accommodation would cause them additional mental stress, and their workload would increase due to the long travel distance and the shortage of support. Dr. Kaushik highlights that female residents would face even more challenges with the travel, as some of them might have to relocate with their families for three months.

 

The students are requesting that Telangana adopt the same approach as the other states where the programme has been implemented. According to Dr. Kaushik, “It is well-organized in Kerala.” Nevertheless, the Health Secretary stated that it would be challenging for the current batch of students, but there might be gradual improvements. The government will also have a better understanding of how to improve the situation, as per the T-JUDA press release.

Supreme Court to hear SGRRIMS’ fee case tomorrow: IMA

Dr. DD Chaudhury from the IMA has confirmed that the Uttarakhand High Court bench is expected to address the matter on March 17, 2023. The protesting final year medical students of SGRRIMS, Dehradun had earlier expressed their objection to the sudden increase in fees and suspension of MBBS internships, and have been protesting since Monday. Dr. Chaudhury hopes that the issue will be resolved quickly for the sake of the students.

 

According to a protesting student from the 2018 batch, the management of SGRRIMS, Dehradun, has abruptly increased the fees from Rs 5 lakhs per annum to Rs 13 lakhs per annum, amounting to a 150 percent hike. State-quota students are required to pay Rs 26 lakhs, while management-quota students have been asked to pay Rs 37 lakhs. Additionally, the college management has halted the internships of final-year students, stating that internships will not begin until the students have cleared their dues. The protesting students plan to approach the High Court and file a plea regarding the issue.

 

The MBBS students who were peacefully protesting outside Shri Mahant Indresh Hospital were reportedly assaulted by some individuals. As a result, DGP Ashok Kumar instructed the Senior Superintendent of Police Dehradun Dalip Singh Kunwar to file a case against those responsible. One of the protesting MBBS students informed Edex Live about the incident and said that they had only occupied about 50 percent of the main entrance area, leaving enough space for the proper functioning of the college. Nonetheless, they were subjected to violence.

 

The members of IMA held a meeting with the protesting students, after which the students decided to call off their strike on March 15, as per media report. Dr. DD Chaudhury of IMA confirmed the news and mentioned that their intervention was necessary as the situation was becoming violent. He further stated that a case has been filed in the High Court, and in respect to that, the students were requested to temporarily halt their strike.

 

It is reported that the Uttarakhand High Court bench is scheduled to hear the plea filed by the MBBS students on March 17, 2023. Additionally, the Federation of Resident Doctors Association (FORDA) has expressed its support for the students and condemned the recent violence they faced during their protest. FORDA also alleged the involvement of the administration in the incident and criticized the eviction of students from the hostel.

NBEMS Diploma in Anesthesiology

The NBEMS Diploma in Anesthesiology, also known as the DA (NBEMS) or the National Board of Examinations in Medical Sciences Diploma in Anesthesiology, is a two-year postgraduate program in India designed for doctors who have completed their MBBS. Eligibility Criteria

The eligibility criteria for admission into the NBEMS Diploma in Anaesthesiology program can be summarized as follows:

  • Candidates must have completed their MBBS degree or hold a Provisional MBBS Pass Certificate that is recognized by the NBEMS Act, 2019 and the repealed Indian Medical Council Act 1956. They must also possess a permanent or provisional registration certificate issued by the NBEMS, the erstwhile Medical Council of India, or the State Medical Council, and have completed one year of internship.
  • To be considered eligible for admission, the candidate must have obtained permanent registration with any State Medical Council.
  • The cut-off dates for the recognition of the medical college where the candidate completed their MBBS degree and compulsory rotatory internship shall be as prescribed by the Medical Council of India (now NBEMS).

 

Admission Process

  3. Registration as NBEMS Diploma Trainee: Once the candidate has opted for an NBEMS Diploma seat for the 2-year diploma course, he/she is registered with NBEMS for Diploma training in the respective course.

Gujarat: Announces New Bond Policy for Doctors Who Fail to Adhere to Service Bonds

The Gujarat State Government has proposed a new bond policy for doctors who violate their service bonds after completing their MBBS and postgraduate medical courses. Under this proposal, such doctors would only be required to serve for one-and-a-half years instead of the current mandatory service period of two years. The State Health Minister, Rushikesh Patel, announced this proposal during the Question Hour at the State Assembly on Monday.

 

The Minister addressed the issue of bonded doctors who do not fulfill their obligation to serve in government positions and fail to pay the bond penalty. The Minister announced that such doctors will not receive certificates for medical practice. However, it has been observed that many of these doctors instead choose to prepare for the NEET PG entrance examination, which often goes unnoticed.

 

According to the Minister, a new policy is being developed to address the issue of mandatory rural service for medical students who have completed both MBBS and PG. Under this new policy, these students will be allowed to serve in rural areas for a period of 1.5 years instead of the usual two years. Alternatively, if they wish to be freed from the obligation to serve, they will have to pay a bond fee of Rs 20 lakh for MBBS and Rs 40 lakh for PG courses.

 

During the budget session of the Assembly, it was reported that approximately 67% of MBBS doctors in Gujarat did not fulfill their bond service duty over the past two years. The State Government of Gujarat provided specific statistics, stating that out of 1,879 MBBS doctors, only 608 reported for duty in 2020 and 2021. As a result, the government is required to recover a bond payment of Rs 38.15 crore from the doctors who were absent from their duty.

 

The Gujarat Government has proposed a new bond policy in response to the issue of doctors neglecting their bond service duty after completing their MBBS course. According to a recent report by Indian Express, under the new policy, doctors who do not fulfill their bond service obligation for both MBBS and PG courses will only be required to serve for 1.5 years instead of the standard two years of mandatory service.

 

The Health Minister, Rushikesh Patel, provided additional information to the Assembly, stating that over the course of the last three years, doctors throughout the state have been required to pay a total of Rs 139 crore for failing to fulfill their service bonds.

 

The Health Minister, Rushikesh Patel, also noted that students who complete super speciality courses are required to pay a penalty of Rs 50 lakh if they fail to fulfill their government service obligation in rural areas for one year, according to their bond terms. In response to additional inquiries, the Minister explained that many doctors in the state do not fulfill their rural service obligation because they are able to secure positions in other locations.

 

During the Question Hour at the assembly, the State Government acknowledged that 359 doctors in the state have yet to pay a total of Rs 18.25 crore in bond penalties. The rules regarding bond service have undergone changes in recent years. In 2013, MBBS and PG graduates were required to serve in rural areas for three years or pay penalties of Rs 5 lakh and Rs 10 lakh, respectively. However, in 2014, doctors pursuing nonclinical subjects were exempted from the bond condition as such positions were unavailable in Primary Health Centers and Community Health Centers.

 

Subsequent to a Supreme Court ruling in 2018, the Indian Government eliminated the bond requirement for All India Quota students pursuing both MBBS and PG medical courses. In 2019, the bond tenure was shortened to one year, but the bond penalties for MBBS and PG medical students were increased to Rs 20 lakh and Rs 40 lakh, respectively.

According to recent reports, in 2020, the Gujarat Government declared that COVID duty would count as part of the mandatory rural service obligation. At the time, service in COVID hospitals was deemed twice as valuable as service under rural tenure. In April 2021, the government extended the residency period for final year PG students by three months and counted it as part of the bond service at a 1:1 ratio.

However, in July 2021, the Health Department rescinded the previous ruling and announced that bond service periods would once again be counted at a 1:1 ratio with non-COVID times.

Ministry of Education mulls bringing IITs, IIMs under single regulatory body

According to the media, the Ministry of Education is considering bringing the Institutes of National Importance (INIs), which include IITs, IIMs, NITs, and IISERs, under the jurisdiction of the proposed Higher Education Council of India (HECI), a single regulatory body for higher education.

 

Until now, these institutes have been exempt from any external regulatory oversight by organizations such as the University Grants Commission or the All India Council for Technical Education. The INI designation, granted by the government through an Act of Parliament, recognizes these institutes as autonomous centers of excellence.

 

There is currently a discussion within the government about bringing INIs (Institutes of National Importance) under a new regulatory system. However, officials have emphasized that this will not affect the funding or autonomy of the INIs. 

 

The INIs will still be governed by their own Acts, as is currently the case. The aim of this move is to ensure that basic standards and benchmarks are met across institutes in accordance with the new National Education Policy. For example, many INIs, including the IITs, have not yet been accredited. However, there is ongoing debate about how to create an assessment matrix that can accommodate the unique qualities of different institutions, such as IITs versus skill universities.

 

According to another source familiar with the consultations, legal and legislative issues are being carefully considered to ensure that the introduction of a HECI-backed system does not have any adverse effects on INIs. Currently, there are more than 160 INIs in India, including institutions such as AIIMS, Schools of Planning & Architecture, Indian Institutes of Information Technology, and Rashtriya Raksha Vidyalaya. 

 

These institutes have the authority to conduct their own examinations, award degrees, and receive government funding. While they are primarily governed by their own senates or boards of governors, there is also some government involvement. For example, the IIT Council and NIT Council are responsible for making major policy decisions at IITs and NITs, respectively. These councils are chaired by the education minister and comprise all institute directors.

 

A former professor from IIT has expressed concern about the proposal to bring INIs into a regulatory structure similar to HECI, saying that it could have disastrous consequences. The professor believes that INIs have already established high academic standards and benchmarks, both in India and globally, and that imposing uniform standards on them would be inappropriate. Instead, the professor argues that INIs should be allowed to continue functioning as they have. The professor also worries that any move to introduce an overarching regulatory regime could eventually lead to a loss of autonomy for INIs, as it would create opportunities for regulatory overreach.

Indian Institute of Science Education and Research to start IISER Aptitude Test (IAT) 2023 on April 15, 2023

Starting from April 15, 2023, the Indian Institute of Science Education and Research (IISER) will accept applications for the IISR Aptitude Test (IAT) 2023, which will be conducted on June 17, 2023, through iiseradmission.in. The IAT 2023 exam will be a computer-based test, held across multiple centers in India, and will have a duration of 180 minutes. The exam will consist of 60 multiple-choice questions (MCQs), with 15 questions each from Biology, Chemistry, Mathematics, and Physics.

 

What is IISER Aptitude Test?

 

The IISER Aptitude Test is an entrance exam conducted by the Indian Institutes of Science Education and Research (IISERs) to provide admission to candidates in the five-year BS-MS dual degree program offered by them. The exam is also known as the IISER entrance exam. Candidates who have completed their Class 12 in the science stream are eligible to apply for the exam. The exam consists of 60 objective questions that need to be completed within three hours. Based on their score in the IISER Aptitude Test, candidates can secure admission at IISERs located in Berhampur, Bhopal, Kolkata, Mohali, Pune, Thiruvananthapuram, or Tirupati.

To be eligible for the IISER entrance exam in 2023, candidates must have appeared for or passed their class 12th or equivalent exam in the science stream in either 2022 or 2023. IIT Indore launches BTech in Space Science and Engineering on March 14, 2023

The IIT Indore’s Department of Astronomy, Astrophysics, and Space Engineering (DAASE) has recently introduced a new program, namely the BTech in Space Science and Engineering, which commenced on March 14, 2023. The admission process for the program is set to begin in July 2023, with a seat intake of 20 students per batch. Aspiring candidates who wish to enroll in this program must appear for and obtain a valid score in the JEE Advanced 2023 examination, which is considered one of the most challenging entrance exams for engineering courses and the sole gateway to gaining admission to IITs.

The field of Space Science and Engineering encompasses a broad range of topics, such as climate change, defense, security, communication, navigation, environment, ecology, agriculture, and astronomy. Space engineering falls under the umbrella of aerospace engineering. Various JoSAA participating colleges, including IIT Bombay, IIT Kharagpur, IIT Kanpur, IIT Madras, IIEST Shibpur, and Punjab Engineering College, offer aerospace engineering programs. In 2022, the Aerospace Engineering department at IIT Bombay had 76 students placed, while in 2021 and 2020, 54 and 71 students were placed, respectively. Aerospace companies such as ISRO, Airbus, Boeing, Hyundai Mobis, Airnetz Aviation, and Bharat Dynamics are among those operating in this field.

Sri Madhusudan Sai Institute of Medical Sciences to offer 100 MBBS seats free

On March 25th, Indian Prime Minister Narendra Modi is set to inaugurate the Sri Madhusudan Sai Institute of Medical Sciences and Research, located in the Chikkaballapur taluk, which will offer all of its 100 MBBS seats for free starting in the academic year 2023-24. The college, which will be built less than a year after the foundation stone was laid by Union Home Minister Amit Shah in April 2022, will have 50 of its seats filled through the government quota, with the remaining 50 under the private/management quota. No fees will be collected from any of the 100 students, who will be required to serve for five years in the college hospital following their graduation.

 

The Prashanthi Balamandira Trust, which operates the college, will provide books, study material, uniforms, and hostel facilities for students at no cost. The college is affiliated with the Sri Sathya Sai University for Human Excellence, a private university. The Karnataka Examinations Authority (KEA) will oversee the admissions process for both government and management quota seats. The KEA is the nodal authority for admissions to all MBBS seats in Karnataka and collects fees for government and other quota seats in private colleges, remitting the funds to the institutions concerned. Fees for private medical colleges are fixed as part of consensual agreements signed with the government.

 

Ramya S, Executive Director of the KEA, said: “Our fee collection depends on the fee structure and seat matrix given by the government.” If the college proposes to the government that it will give its seats free of cost, and the latter writes to us to allot the seats of this particular institution free of cost, we will not collect the fee at all.”

 

On March 10, 2023, the Sri Madhusudan Sai Institute of Medical Sciences and Research was granted permission by the National Medical Commission to have 100 MBBS seats for the 2023-24 academic year. In preparation for the college’s opening, the Sri Sathya Sai Sarala Memorial Hospital, a 350-bed facility, was established on the campus several years ago, providing free health services to those in need. The trust has already appointed teaching faculty, who have been discharging their duties at the hospital, which will be used as a clinical facility for the students.

 

The home minister expressed hope that the college would start functioning from the 2023-24 academic year, and authorities worked tirelessly to ensure that academic activities would commence in August once the KEA’s seat allotment process is complete.

NITTE University Admissions:

To secure admission to NITTE University, candidates must follow the steps mentioned below:

  • For admission to the MBBS and BDS programs, candidates must meet the primary eligibility criteria and appear and qualify in the NEET-UG entrance exam conducted by NTA.
  • Candidates applying for the B.Arch program must clear the National Aptitude Test in Architecture (NATA) conducted by CoA or qualify in JEE-Paper II aptitude test in Architecture.
  • For all other undergraduate programs such as B.Sc, Nursing, Pharmacy, Physiotherapy, BA, admission is based on the merit obtained by the candidates in the qualifying exams.
  • Candidates willing to apply for MD, MS, and MDS must appear and qualify in the NEET PG entrance exam conducted by the NBE and undergo the counselling process that follows it.
  • Admission to the M.Ch program depends on the merit obtained by the candidates in the NEET-SS exam and the counselling process conducted by NBE.
  • Admissions for MPH candidates depend on their educational qualification, achievements, professional experience relevant to Public Health, followed by a personal interview.
  • Admission to PG programs such as Nursing, Pharmacy, Administration, Physiotherapy, and other programs are dependent on the marks or grades obtained by the candidates in the qualifying exams.
  • For Ph.D. applicants, they must fulfill the eligibility criteria and qualify in UGC-NET/SLET/CSIR/GATE/ICMR, or any other national level Fellowship examination in the concerned discipline.

NITTE University Scholarships:

Eligible and aspiring candidates can avail of fee concessions offered by NITTE University by fulfilling certain requirements. They must have scored the required marks in their qualifying exams to be considered for a scholarship.

North Eastern Region (NER) Scholarships:

 

The North Eastern Region (NER) Scholarships offered by NITTE University provide a 100% waiver of tuition fees for eligible candidates who have passed the qualifying examination. This scholarship is specifically for economically disadvantaged students from the North Eastern Region of India whose annual income is less than Rs. 4 lakh. During the admission process, candidates must submit an Income Certificate issued by Revenue Authority to prove their eligibility for the scholarship.
