Maharashtra Medical Education: Opportunities and Developments

Maharashtra’s leadership in medical education

Maharashtra has evolved as a significant medical education state in India. The state has multiple government and private medical colleges that offer undergraduate, postgraduate, and doctorate programmes in a variety of medical specialties. Maharashtra has 10,295 MBBS seats and 5,765 PG seats as of 2023. The state administration is committed to increasing the doctor-to-patient ratio by introducing 1,600 MBBS seats in 16 districts to strengthen tertiary healthcare facilities.

The government intends to adopt the public-private partnership (PPP) model to create new medical institutions in 16 districts, including Ahmednagar, Amravati, Buldhana, Hingoli, Jalna, Nashik, Palghar, and Ratnagiri, as well as suburban Mumbai and Thane. Furthermore, the state intends to add 50 MBBS seats to the existing government medical colleges.

PPP (Public-Private Partnership) is a sort of partnership between the government and the business sector in which both parties collaborate to produce services or infrastructure. The PPP model in medical education entails the development of new medical colleges or the growth of existing ones through a collaboration between the government and private enterprises. The private sector contributes resources like as land, funding, and experience, while the government offers regulatory assistance and subsidies. This collaboration aims to increase the number of medical colleges in the state while also improving the quality of medical education, resulting in better healthcare outcomes for the public. The counselling procedure.

The Directorate of Medical Education and Research (DMER), Maharashtra, is in charge of NEET state counselling. Candidates who have qualified for NEET and meet the qualifying criteria can register and engage in the counselling procedure, which is done online.

Maharashtra boasts a number of prestigious government and private medical colleges that offer training in a variety of medical specialties. The state also has some of the best medical schools in the country. The Maharashtra medical education sector is supported by a strong research and infrastructure ecosystem, and it has great growth potential.

Maharashtra’s medical education sector has the potential to attract medical tourists, and the state currently has various medical tourism players. However, the sector faces challenges, such as a shortage of faculty and inadequate infrastructure, which must be addressed in order to enable future growth.

Jammu Students Upset as BOPEE Keeps BDS Seats Vacant in IGGDC

The Jammu and Kashmir Board of Professional Entrance Examination (BOPEE) has come under fire from students attempting to gain admission to the Bachelor of Dental Surgery (BDS) programme at Indira Gandhi Government Dental College (IGGDC), Jammu. This is because BOPEE has kept four State quota BDS seats in IGGDC vacant, despite the fact that affordable government BDS seats remain unfilled.

Background Details

BOPEE is the regulatory body in charge of MBBS/BDS admission counselling. Following the announcement of the results of the National Eligibility Cumulative Entrance Examination 2022 on September 7, 2022, BOPEE held merit-based counselling for admission to various Government and private Dental Colleges last October. IGGDC Jammu has a total of 54 State Quota BDS seats and nine Central Quota seats. Four State Quota seats and one Central Quota seat were empty at IGGDC Jammu during the allotment procedure of BDS students to government and private dental colleges across the state.

No Candidate for Vacant Seats, According to BOPEE

According to BOPEE, there were no candidates for these vacated seats, even on the waiting list. However, students claim that BOPEE assigned students to private dental colleges with annual fees in the lakhs as opposed to the more affordable government dental college seats, but that the vacant seats at IGGDC were not filled. Under the condition of anonymity, a BDS student admitted to a private dental college in Jammu stated that the government dental seats at IGGDC remained vacant despite the college authorities informing BOPEE about the vacant seats.

Mop-up rounds have been completed, but seats remain vacant.

The Union Government performed two mop-up rounds to ensure that there are no unfilled seats at government dentistry colleges in Jammu and Kashmir. However, BOPEE did not fill the seats in IGGDC that became vacant due to the non-joining of some candidates by conducting a second mop-up round of counselling.

Dr. Rakesh Krishan Gupta, Principal of IGGDC Jammu, said the daily that BOPEE had directed colleges to notify them of unfilled seats by December 15, 2022. He said that the college administration had told him about the open seats before the deadline. When the Central Government extended the deadline for filling vacant seats until January 15, the college also contacted BOPEE to fill the seats. However, nothing was done about it.

According to BOPEE officials, the second mop-up round for replacing vacant BDS seats was not held because there were no candidates on the waiting list. According to the authorities, “the second mop-up round was only possible if the Centre lowered the percentile for admission, which did not happen.”

Students Dissatisfied with BOPEE

Students wishing to enroll in the BDS program at IGGDC are dissatisfied with BOPEE for failing to fill the available seats. They claim that BOPEE is denying students access to affordable government BDS seats while sending them to private dentistry schools with substantially higher annual costs. Students who cannot afford the hefty tuition charged by private universities are suffering as a result. The students have urged BOPEE to take action to replace the vacant BDS seats at IGGDC Jammu so that they can apply for government BDS seats that are more inexpensive.

NMC to de-recognize Mumbai College of Physicians and Surgeons courses

The National Medical Commission (NMC) has recommended that medical courses offered by the College of Physicians and Surgeons (CPS) in Mumbai be de-recognized. In a letter to the Under Secretary of the Union Health Ministry, the NMC PG medical education board recommended that the Diploma in Pathology and Bacteriology (DPB), Diploma in Child Health (DCH), and Diploma in Gynecology and Obstetrics (DGO) courses offered by CPS be discontinued for the coming academic year. The NMC Board made this suggestion following a meeting on April 12, 2023, where they expressed their dissatisfaction with the Ministry’s decision to give equivalency to CPS courses.

The NMC claimed that these courses are not within their purview and that they therefore do not agree to give equivalency to the courses of 466 students recognized by the MOHFW (Ministry of Health and Family Welfare) in its letter dated October 18, 2022. The letter went on to say, “PGMEB also recommends that the three diploma courses (DPB, DCH, and DGO) for which equivalence has been granted by MOHFW via letter dated April 30, 2021, be withdrawn from the next academic year.” According to Rita Singh, Under Secretary of PGMEB, this advice was made with the agreement of the appropriate authority.

Dr. Girish Maindarkar, President of CPS, has stated that the circular was not a de-recognition letter but rather a suggestion to the government. He reassured students that they should not fear and that they were awaiting an instruction from the medical education department setting a meeting date. CPS Mumbai, founded in 1912, is an autonomous entity that provides postgraduate medical education and fellowship programs, as well as diploma and certificate programs for medical professionals. Practitioners can register as specialists in the particular specialty after earning the qualification given by CPS Mumbai.

The dispute over CPS admissions in Maharashtra began when the Maharashtra medical education department mentioned serious disparities in the quality of colleges offering CPS-affiliated degrees. The department requested advice from the Union Health Ministry on whether counselling for around 1,100 CPS seats may be provided. Referring to the Maharashtra Medical Council’s inspection last year, the department stated that the MMC discovered “severe deficiencies” in several institutes during the inspection. Recently, Union Minister Nitin Gadkari supported the Association of CPS Affiliated Institutes and wrote to the State Secretary, expressing concern that the state could lose all 1,100 CPS seats if the admission process for 2022 is delayed further.

The State Medical Education Department, on the other hand, did not change its mind and issued a show-cause notice to the CPS administration, requesting an explanation for the inadequacies discovered in its affiliated institutes by March 21. CPS petitioned the Bombay High Court for a resumption of the admission procedure. Taking note of the letter from the Maharashtra Medical Education Department, the Central Government previously formed an eight-member committee to investigate the situation.

In a recent decision, the Bombay High Court declined to interfere with the Maharashtra State Medical Education Department’s show-cause notice issued to CPS. The court underlined that the College of Physicians and Surgeons must demonstrate that the courses are functioning as intended.

Finally, the NMC PG medical education board has recommended that CPS courses be de-recognized, which has sparked a debate about CPS admissions in Maharashtra. The Maharashtra State Medical Education Department highlighted to major disparities in the standards of institutes offering CPS-affiliated courses, which resulted in a show-cause notice issued to CPS. The CPS petitioned the Bombay High Court to reopen the admission procedure. An eight-member committee was setup by The Central Government in response to this situation. However, the Bombay High Court bench recently stated that it will not interfere with the show-cause notice unless the College of Physicians and Surgeons can demonstrate that their courses are operating as planned.
