Supreme Court Grants Lifeline to Foreign MBBS Students: Allows Final Exams without Enrollment in Indian Medical Colleges and Two Attempts to Pass

The Supreme Court has provided significant relief to MBBS students who had to discontinue their education due to the COVID-19 pandemic and the Russia-Ukraine conflict. As a one-time measure, students are now permitted to take the final year MBBS exams without enrolling in any Indian medical college. Additionally, the Court modified the Centre’s proposal by allowing these students to attempt the MBBS final exams twice, instead of just once.- both Part I and Part II exams (both theory and practical), without enrolling in any existing medical colleges. 

 

Around 18,000 students had come back to India from war-hit Ukraine, with many looking for ways to complete their medical degree in their own country.

 

In March last year, a petition was filed in the Supreme Court to grant admission to students who had returned from Ukraine to medical colleges in India.

 

As per the Centre’s guidelines, once these two exams are cleared, students must undertake a compulsory, two-year rotatory internship. The internship will consist of one year of unpaid service, followed by a year of paid service as determined by the National Medical Commission (NMC) for similar previous cases.

 

A committee established by the Centre has taken the decision to address the concerns of Indian medical students studying in China and Ukraine, who faced uncertainty due to the COVID-19 pandemic and the Russia-Ukraine conflict. The Union Health Minister had earlier rescued these students from the affected regions and was exploring viable options for them to continue their medical education in India.

 

Numerous discussions took place regarding the situation, and the affected students also filed multiple petitions with the Supreme Court requesting a one-time admission into Indian medical institutes. Despite the NMC initially stating that such accommodation was not feasible, it later expressed no objection to the Academic Mobility Programme for Indian medical students enrolled in Ukraine medical institutes, as long as they met the Screening Test Regulations 2002’s other requirements.

 

Earlier this year, in January, the Supreme Court instructed the Central Government to find a resolution to the matter. An expert committee headed by the Directorate General of Health Services, which included the National Medical Council (NMC) and relevant Central Ministries, was formed to investigate the matter as per the court’s directions.

 

Yesterday, on 28th March, the plea of medical students who could not complete their studies overseas was heard by a division bench comprising Justices BR Gavai and Vikram Nath. The students’ collective request was to be included in the Indian medical education system as a humanitarian measure. At the hearing, the Additional Solicitor-General for India, Aishwarya Bhati, disclosed that a committee established by the government had decided to accommodate medical students in their penultimate year who had to return from Ukraine or China and complete their studies through remote means.

 

The committee’s recommendations were approved by the Centre and included the following:

  1. The students would be granted a single opportunity to clear both Part I and Part II of the MBBS Final Examinations, which includes both theory and practical components.
  2. These exams could be taken without being enrolled in any existing Indian medical colleges and must be completed within one year.
  3. Students would only be eligible to take Part II after passing Part I and waiting for a year to pass.
  4. The theory exam would be centrally and physically conducted, similar to the Indian MBBS examination.
  5. The practical exam would be administered by designated government medical colleges with assigned responsibilities.
  6. Upon clearing both exams, students would be required to complete a two-year-long compulsory rotatory internship.
  7. The first year of the internship would be free, and the second year would be paid as per the NMC’s decision.

 

The committee’s recommendations, if accepted by the Centre, would be a one-time measure and not serve as a precedent for future decisions. The Centre relayed this information to the bench, as reported by ANI.

However, senior advocates Nagamuthu and Gopal Sankaranarayanan, along with advocate Shivam Singh, representing the petitioners, expressed their concerns with the proposals. They pointed out the disparities between the syllabus followed in foreign medical institutions and those prescribed by the NMC, and the inadequacy of a single attempt to clear the examination.

 

The Supreme Court bench, while acknowledging the concerns raised by the petitioners’ counsel, refused to interfere with the decision made by the committee of experts. However, the bench agreed to make a minor modification by allowing such students to have two attempts instead of one to clear the MBBS examination. The court accepted the committee’s report and ordered that the student be offered two chances to pass both Part I and Part II (theory and practical) examinations. The bench clarified that the order is passed only considering the special circumstances of the matter, while disposing of a batch of petitions by repatriated Indian medical students.

The NBEMS Diploma in Family Medicine (D Fam. Upon completing the NBEMS Diploma in Family Medicine (D Fam. Med), graduates can either enter the workforce or pursue advanced degree programs such as master’s or research degrees that are recognized by NBEMS, where the D Fam. Med serves as a qualifying course. Job positions that graduates may take up include Registrar, Senior Resident, Demonstrator, and Tutor in the public sector, while the private sector offers positions such as General Physician, Resident Doctor, Consultant, Visiting Consultant (Family Medicine Specialist), Junior Consultant, Senior Consultant (Family Medicine Specialist), Medical Professor, Medical Researcher, and Lecturer. These positions offer a salary range of approximately Rs. 10,00,000 to Rs. 14,00,000 per annum.

Guidelines for NBEMS Diploma in Family Medicine

 

Guidelines for a competency-based postgraduate training program for the NBEMS Diploma in Family Medicine have been recently released by the National Board of Examinations in Medical Sciences (NBEMS).

These guidelines aim to govern the education and training provided in the postgraduate program for NBEMS Diploma in Family Medicine. The program is designed to produce specialists who can provide high-quality healthcare and make advancements in the field of medical science through research and training.

  • The eligibility criteria include possessing an MBBS degree or Provisional MBBS Pass Certificate recognized under the provisions of the NBEMS Act, 2019 and the repealed Indian Medical Council Act 1956, and having permanent or provisional registration certificate of MBBS qualification issued by the NBEMS or State Medical Council.
  • Additionally, candidates must have completed one year of internship and obtained permanent registration with any State Medical Council.
  • The recognition cut-off dates of the medical college for MBBS Degree courses and compulsory rotatory internship must be as prescribed by the Medical Council of India, now NBEMS.

 

Admission Process

The admission process for the NBEMS Diploma in Family Medicine involves several steps that candidates must follow:

  • Candidates who have completed their MBBS and want to pursue the 2-year Diploma course must qualify for the NEET-PG examination conducted by NBEMS. NEET-PG is held annually according to a set schedule.
  • After the NEET-PG results are declared, the Medical Counseling Committee of DGHS, MOHFW, Govt of India conducts merit-based counseling for admissions to various MD/MS/PG Diploma courses, including the 2-year Post MBBS Diploma Programme.
  • Once a candidate secures a seat in the NBEMS Diploma course, they are registered with NBEMS as a Diploma Trainee in the respective course.

 

Fee Structure

On average, the fee for the NBEMS Diploma in Family Medicine is Rs. 1,25,000 per year, with fees generally lower in government institutes and higher in private institutes.

UP Govt announces decision to recognise resident doctors for COVID-19 services

In Lucknow, the Medical Education and Training Department of Uttar Pradesh has issued an order recognizing the services provided by resident doctors during the COVID-19 pandemic as a part of their compulsory government service bond. The decision came after senior residents from the 2018 batch wrote to the Director General of State Medical Education and Training Department regarding the delay in their employment under the compulsory government service bond.

 

The doctors from the 2018 batch submitted a joint application to the Director General of State Medical Education department, stating that they faced employment delays by the State government under the compulsory government service bond after completing their postgraduate course in 2021. However, during the ongoing COVID-19 pandemic, they were employed from the institute level itself.

 

The doctors pointed out that there were no guidelines issued at that time specifying that the services they provided during that period would be considered part of the Compulsory Government Service Bond. As a result, they wrote to the State’s Medical Education Department and urged them to incorporate the services they rendered at the institute in 2021 under the compulsory government service bond.

 

After being made aware of the situation, the Director General of UP Medical Education and Training Department promptly issued an office order to provide relief to the affected doctors. In recognition of the doctors’ service during the pandemic, the department announced that the service period of NEET PG 2018 batch candidates who were employed at the institute, medical college, or medical university level in 2021 would be included in the compulsory government service bond.

 

Director General Shruti Singh’s order stated that the order should be followed accordingly. Additionally, the relevant order was sent to several authorities, including the Principal Secretary of the UP Medical Education Section, the Directors of SGGI Lucknow, Dr. RMLIMS Lucknow, State Institute of Medical Sciences, and the Principals of all Government and autonomous medical colleges in the State. NMC grants nod for second-year MBBS at Idukki Medical College, Konni

The National Medical Commission (NMC) has granted approval for the second-year MBBS program at Konni Government Medical College and Idukki Medical College in Kerala, providing a positive development for medical students in the region. Idukki Medical College initially admitted 50 MBBS students under the previous Congress-UDF government.

 

During the LDF government’s administration, the Medical Council of India (MCI) withdrew its recognition of Idukki Medical College in 2016, citing insufficient resources such as inadequate beds, academic buildings, staff, and housing facilities for students and employees. Subsequently, students enrolled at the college were relocated to Alappuzha Medical College.

 

In 2020, Dr. RK Vats, the secretary-general of the MCI Board of Governors, sent a letter to Idukki Medical College outlining seven issues and discrepancies in the college’s management, such as low resident numbers (58%), low bed occupancy rates (29.3%), inadequate faculty numbers (18%), and deficiencies in the hospital’s clinical laboratory and radiology services. Eventually, in the previous year, the NMC authorized Idukki Medical College to admit 100 MBBS students.

 

GMC Konni had also been seeking NMC approval for several years. In 2021, the Medical Education Department of Kerala requested the Apex Medical Commission’s permission to commence MBBS admissions at GMC Konni. Last year, the NMC finally granted approval for GMC Konni to admit 100 MBBS students.

 

According to a recent report by the Times of India, the NMC has authorized Konni and Idukki medical colleges to admit students into their second-year MBBS program. The report further states that since taking office, the LDF government has invested approximately Rs 250 crore in the development of these two medical colleges.

 

Union MoS Health, Dr. Bharati Pravin Pawar, has revealed that Kerala has a total of 33 medical colleges with a capacity to admit 4605 MBBS students. Out of these, 12 government medical colleges offer 1755 MBBS seats, while the remaining 2850 MBBS seats are available at 21 medical colleges managed by private institutions.

Registration Begins: INI SS (Exam date, Pattern, Syllabus, Admit Card)

The All India Institute of Medical Sciences (AIIMS) has scheduled the Institute of National Importance Super-Specialty Entrance Test (INI-SS) for the July session on April 29, 2023. This exam takes place twice a year, in January and July, in online mode, and is used to select candidates for 365 DM, 231 M.Ch., and 29 MD (Hospital Administration) seats.

 

As of the latest update, AIIMS New Delhi has released the INI SS 2023 application form on their official website, aiimsexams.ac.in. Candidates can register and fill out the application form until April 4, 2023. Once they have filled out the form, candidates must pay the INI SS 2023 application fee and submit the application. The authority will then declare the status of the application and rejected applications, which candidates must complete and submit within the given deadline.

 

The authority will release the INI SS 2023 results for all INIs, followed by the stage I result for AIIMS applicants, and then a departmental assessment. The final INI SS 2023 result will be available on aiimsexams.ac.in. The allocation of seats will be done online, based on the common merit list (CML) and the AIIMS merit list (AML). The same process will be applied to qualified Sponsored/OCI/Foreign National category candidates, but only for seats declared and applied for in the Sponsored/OCI/Foreign National category.

Eligibility criteria MD (Hospital Administration)

  • Candidates belonging to UR/OBC/EWS/Sponsored category must have obtained 55% in aggregate in MBBS whereas those belonging to SC/ST must have obtained a minimum of 50% marks in aggregate.
  • Candidates must be registered with the Central /State Medical Registration Council.
  • Candidates who have graduated from foreign universities must fill in their FMGE exam marks in the application form. In addition, the candidates must have fulfilled the necessary educational qualification, degree, and experience requirements by 31.07.2023. Those who are expected to complete their educational qualification, degree, and experience requirements after this date will not be eligible to take the examination.

INI SS 2023 Exam Pattern

The INI SS 2023 exam will consist of two stages conducted online in computer-based test (CBT) mode. Stage I will contain 80 questions that candidates must complete within 90 minutes. Each correct answer will earn one mark, while one-third mark will be deducted for each incorrect answer. Stage II, which will only be for AIIMS applicants, will consist of 20 marks.

INI SS 2023 Result

The INI SS 2023 result will be declared by AIIMS Delhi for all INI’s, as well as a separate result for stage I for AIIMS applicants. INI SS 2023 merit list 

 

Two merit lists are published by the authority based on the performance of the candidates in stage I and stage II, which are the common merit list and the AIIMS merit list. Various factors are taken into consideration while preparing these merit lists, which are explained below.

Common merit list  (CML)

  • Candidates must have appeared and qualified in the stage I test.
  • Qualified candidates will be assigned a rank and placed in the merit list in order of overall rank.
  • The merit list will be utilized to grant admission to INI seats except for AIIMS. 

AIIMS merit list (AML)

  • Candidates must have appeared and qualified for stage I and stage II tests. 
  • Merit list of qualified candidates will be prepared considering the marks obtained in stage I and stage II combined. 
  • Qualified candidates will be assigned a rank and placed in the list in order of overall rank. 

 

INI SS 2023: Tie-breaking criteria  

 

In the event that two or more candidates score the same marks in the common entrance test, the candidate who is older in age will be given a higher rank in the merit list.

INI SS 2023 Counselling

AIIMS will conduct the counselling for INI SS 2023 in online mode, and only those candidates included in the merit list will be eligible to participate. To take part in the counselling process, candidates must register online and select their preferences for colleges and specializations.  There will be a total of 3 rounds of seat allocation for INI SS 2023, after which candidates will have to select one of the following options

  • Option 1.Candidates who accept the allotted institute and do not wish to participate in further rounds of INI SS 2023 counselling can choose this option.
  • Option 2. If a candidate accepts the allotted institute but wishes to participate in the next round of INI SS 2023 counselling, they can choose this option.
  • Yes, if a candidate chooses option 2, they will have to accept the seat allotted to them in the current round of INI SS 2023 counselling. If they do so, the seat allotted to them in the previous round will be considered vacant.

Guru Gobind Singh Indraprastha University (GGSIPU): MBBS admission 2023

The NEET 2023 counselling for admission to IPU MBBS 2023 at Guru Gobind Singh Indraprastha University (GGSIPU) in New Delhi is conducted by the university. The application form for IPU MBBS admission 2023 is available on the official website ipu.ac.in.

 

IPU MBBS/BDS admission is only open to candidates who have qualified for the NEET exam. There are a total of 555 MBBS and 50 BDS seats available through IPU NEET admission. GGSIPU is responsible for managing the admission process for 85% of the state quota seats in IPU MBBS admission 2023. The remaining 15% of All India Quota (AIQ) seats in IPU MBBS/BDS will be granted through NEET 2023 counselling conducted by the Medical Counselling Committee (MCC).

Eligibility Criteria

  • To be eligible for IPU NEET admission, candidates must have passed their class 12th examination from a recognized board with Physics, Chemistry, and Biology/Biotechnology with at least 50% marks. SC/ST candidates need to score a minimum of 40% marks in these subjects.

NEET UG 2022 refunds made to 97987 candidates: MCC

The Medical Counselling Committee (MCC) in Delhi has announced that refunds have been issued to nearly 98,000 candidates who appeared for the NEET UG 2022 exam and were eligible for the refund. 

 

By the end of March 2023, the refund of security deposit to eligible candidates who participated in the MCC UG Counselling 2022 will be finalized, and the list of candidates who have received the refund will be posted on the website https://mcc.nic.in/.

 

The security deposit refunds were sent to the same bank or card account from which the deposit was remitted. If candidates do not receive the refund within 10 days, they are advised to approach their bank’s customer grievance department.  For candidates who have raised a chargeback claim, they are advised to contact their card issuer for a refund. 

 

Any queries related to refunds should be directed to [email protected]. Direct inquiries regarding refunds or payments to MCC will not be entertained. For more information regarding refunds, candidates can refer to the MCC Undergraduate Counselling website and the UG Counselling Information Bulletin 2022.

 

Since 2019, the National Testing Agency (NTA) has been conducting the NEET (UG) exam with the approval of the Ministry of Health and Family Welfare and the Ministry of Human Resource Development, as directed by the Hon’ble Supreme Court of India via a judgment. This exam is prescribed as the single entrance examination for admission to various undergraduate (UG) courses and is an eligibility-cum-ranking examination.

 

Under the Directorate General of Health Services (DGHS) and affiliated with the Ministry of Health and Family Welfare in the Government of India, the Medical Counselling Committee (MCC) is responsible for allotting seats in government-run/aided colleges and deemed-to-be-university colleges for undergraduate, postgraduate, and super-specialty medical and dental courses. This committee allows the allocation of seats online.

NEET PG scorecard for 2023 released

The scorecard for NEET PG 2023 has been released by the National Board of Examinations (NBE) on their official website, nbe.edu.in. Those who have cleared the exam can download their scorecard from the link that will be provided. The NEET PG exam was conducted on March 5 and the results were announced on March 14. A link to download the results is available below.

 

Candidates who have qualified for NEET PG 2023, as indicated in the result PDF, will be able to download their scorecards. The scorecards will contain important details such as the candidate’s name, parents’ names, roll number, date of birth, category, scores out of 800, total number of correct and incorrect responses, and NEET PG rank. It is mandatory for candidates to download their NEET PG 2023 scorecards, as they will be required during the counselling process.

Counselling session

NEET PG Exam 2023 was held for admission to MD/MS/DNB/Diploma courses in the academic session 2023-24. Following the result declaration, the Medical Council Committee (MCC) is expected to commence the counselling process for admission. The merit list for All India 50% quota seats will be announced separately. The states/UT will produce the final merit list/category-wise merit list for state quota seats based on their eligibility criteria, guidelines/regulations, and reservation policy.

He further added that the ranking reinforces India’s status as a leading destination for higher education and highlights the potential for Indian institutions to compete with the best in the world.

 

The QS World University Rankings by Subject revealed that Indian universities have made significant progress, with a cumulative total of 355 entries, a rise of 18.7% from last year’s figure of 299. India is ranked second in Asia after China, with many universities making it to the top spots in popular subjects, especially in the fields of Science, Technology, Engineering, and Mathematics (STEM).

Telangana to open nine new medical colleges with 3,690 MBBS seats

As confirmed by Health Minister T. Harish Rao, the state of Telangana in India is set to begin admissions for nine new medical colleges across various districts. The National Medical Commission has already conducted inspections at three of the colleges, with the remaining expected to be completed in the coming days. 

The minister has directed officials to ensure that the colleges meet the norms of the commission and that all necessary facilities are provided before the classes begin. With the addition of these nine medical colleges, the state will have a total of 26 government medical colleges and 3,690 MBBS seats.

 

These new medical colleges are located in various districts, such as Karimnagar, Khammam, Kamareddy, Vikarabad, Jangaon, Nirmal, Jayashankar-Bhupalpally, Sircilla, and Asifabad. The inspection of three of these colleges has already been done by NMC, with the remaining ones expected to be inspected in the coming days.

 

During a review meeting on Saturday, Health Minister T. Harish Rao directed officials to ensure that the nine new medical colleges slated to begin admissions this year in various districts of Telangana are prepared to obtain approval from the National Medical Commission (NMC). The Minister emphasized that all pending work should be expedited and there should not be any errors or shortcomings while satisfying the norms of the NMC.

 

According to the minister, 67 individuals have already received promotions in order to meet the goal of establishing the nine new medical colleges. The minister stated that within a week, 210 associate professors will be posted through counseling, and the process of appointing 1,442 assistant professors has reached the final stage, with the provisional merit list set to be released in two to three days.

 

 He added that steps should be taken to provide the final appointment letters within 10 days. Additionally, officials were instructed to ensure that all necessary facilities, such as hostel accommodation, furniture, and equipment, are provided before the start of classes.

 

At the same time, the state’s special chief secretary of finance, Ramakrishna Rao, requested the clearance of pending bills. With the completion of these nine medical colleges this year, the state’s government medical colleges would increase to 26, and the total number of MBBS seats would be 3,690.
