NMC Draft Regulations for Medical Education Regulations 2023

For the Medical Education Regulations 2023, the NMC has released a draft regulation for the establishment of new medical colleges, assessment, rating, and seat increase. The proposed draft regulations clearly spelled out the general scheme, eligibility requirements, evaluation procedure, assessment and rating procedures, and seat intake growth for the founding of medical colleges. It also established procedures for punishments and penalties for medical college administration in the event of noncompliance with NMC regulations. Medical colleges may also file appeals in accordance with the rules outlined in the proposed draft.

Sircilla district gets NMC approval for 100 MBBS seats

The National Medical Commission (NMC) has granted permission to the Government Medical College in Telangana’s Rajanna Sircilla district to admit students for the academic year 2023–2024. The new medical college will accept 100 MBBS students and operate under the auspices of Kaloji Narayana Rao University of Health Sciences, Warangal. As part of the college’s expansion plans, the district hospital in Sircilla will also be enlarged to a 300-bed facility.

 

The National Medical Commission (NMC) has finally given the Government Medical College in Telangana’s Rajanna Sircilla district permission to admit students for the 2023–2024 academic year. With 100 MBBS students, the new medical institution will be affiliated with the Kaloji Narayana Rao University of Health Sciences in Warangal. The Medical Assessment and Rating Board (MARB) of the NMC has reportedly given the Sircilla Medical College permission to start taking new students, according to a recent media article by Times of India. This year, the college will accept its first group of MBBS students. The approval of the Government Medical College Rajanna Sircilla was announced by Harish Rao Thanneeru, minister for finance, health, and family welfare, who said: “Extremely delighted to share that Rajanna Sircilla district has got the approval for the Government Medical College with 100 MBBS seats.”

 

Completion of The Other Medical Colleges

The state government’s goal of constructing six new medical colleges is on track, according to health minister Harish Rao. Rao had already ordered officials to expedite construction on nine forthcoming medical colleges in the State, of which three have already received approval to open this year.

According to Harish Rao Thanneeru, the chief minister’s dream of having one district medical college take part in “Arogya Telangana” will come true after there are 24 government medical colleges. The Telangana government is constructing nine medical institutions in time for the academic year 2023–2024. The request to raise the number of beneficiaries under the Chief Minister Anuprati Coaching Program from 15 000 to 30 000 has been approved by Chief Minister Ashok Gehlot.

 

A budget of Rs 56.40 crore has been approved by Gehlot for this programme. Economically disadvantaged students in the state will now have the chance to receive top-notch coaching for nothing in order to prepare for a variety of professional courses and competitive tests, according to the Chief Minister’s decision.

 

This programme was created with the intention of giving state students from low-income backgrounds free preparation for professional courses and competitive examinations; the number of programme beneficiaries was raised in the budget for 2023–24.

Punjab has a shortage of doctors; MBBS and MD graduates will be hired at a government hospital

Chandigarh: The Health, Medical Education, and Research Minister, Dr. Balbir Singh, clarified before the State Assembly that newly graduated specialist doctors will offer their services in the government hospitals after completing the postgraduate medical courses. He was referring to the state’s shortage of specialists.

The state’s health minister further emphasised how the previous administration failed to ensure that PG medical graduates from government medical colleges offered their services to government-run hospitals for a period of time and that the bond penalty amount was not collected from them.

 

The Health Minister also revealed that from 2020 until the present, a total of 701 MD graduates had worked in government institutions after sharing statistics on medical students who received their MD and MBBS degrees.

The State Health Minister also disclosed that 57 doctors had to pay back Rs 6,47,17140 for failing to provide services to the government.

The Health Minister made these pronouncements at a time when some hospitals in the state are experiencing a speciality doctor shortage. Of the 119 authorised positions, 50 vacancies in Phagwara civil hospitals were previously reported by Medical Dialogues. In the instance of the doctor positions, 14 of the 36 authorised positions remained unfilled.

 

A lack of specialised physicians was also present at Nakodar Civil Hospital in Punjab, where open positions included those for a surgeon, an ENT specialist, a radiology expert, an anaesthetist, a pathologist, and two medical officer positions.

According to the most recent media report by Amar Ujala, the Health Minister acknowledged that there is a shortage of health providers in various hospitals throughout the province and stated that the government is compiling information on the hospitals in every area during the question period in the House on Monday during the Punjab Legislative Assembly’s budget session. He added that doctors would soon be hired for all government hospitals in accordance with their needs.

 

The Health Minister also told the House that 380 students finish their post-graduate medical studies each year. These PG medical graduates sign the bond at the time of admission, but they don’t follow the terms of the bond; thus, after receiving their degree, they go to private hospitals. In reference to this, Dinesh Chadha, an AAP MLA from Ropar, highlighted how, in the previous ten years, the government authorities had failed to ensure that the PG medical graduates from the state’s government medical colleges provided their services to government-run hospitals for a short period of time. He further said that the state should take action against the government officials who helped these doctors transfer to private hospitals and receive lucrative salaries.

 

The Health Minister was quoted by Indian Express as saying, “In reference to the fact that the PG medical graduates must serve the government for two years or pay Rs 15 lakh, the previous administrations failed to ensure that these doctors performed their services in state-run hospitals and failed to collect the money owed to them. Negligence in a criminal matter “From 57 doctors who did not work for the government, we have recovered Rs 6.47 crore, and we will continue to recover money from other doctors as well.”

 

According to The Times of India, the minister promised that the AAP government will make sure that there is never a shortage of specialists in the state. In order to address the physician shortage, he further guaranteed that these expert doctors would provide their services at government hospitals after completing their postgraduate medical training. He continued by pointing out that not a single medical college had opened in the state in the previous 40 years, but that the state government was now building four such institutions.

 

The Congress MLA Amarinder Singh Raja Warding, meanwhile, made reference to the lack of a doctor at the government hospital in Gidderbaha and emphasised that the facility had seven approved doctor roles. The Health Minister took note of this and promised that he would demonstrate the situation so that doctors would soon be hired at the hospital.

Jhajjar Medical College MBBS students expelled for ragging.

Jhajjar: In a ragging incident reported from the World College of Medical Sciences and Research in Jhajjar, six MBBS students were expelled for three months after a junior complained of ragging from seniors, which resulted in injuries.

The complainant, a second-year MBBS student from Faridabad, claimed that on the night of March 1 and 2, six seniors hit him with an iron rod and assaulted his friends.

This incident took place in front of the hostel warden and a guard. The senior students were in a drunken state.

 

He stated, “After we spoke out against the ragging, my friends were assaulted by seniors. My head was stitched up six times. When the incident occurred at midnight, the senior students were intoxicated. They barged into my room and thrashed me for opposing ragging.” In addition, he told Tribune India, “A hostel warden also supported the seniors instead of helping us.”

 

Also, the complainant’s brother also claimed that the college authorities had previously received a complaint about ragging but had taken no action. According to the TOI, the police registered the case under Sections 147 (rioting), 149 (every member of unlawful assembly guilty of the offence committed in prosecution of a common object), 323 (voluntarily causing hurt), and 506 (criminal intimidation) of the IPC.

The college dean, Dr.JC Passey, told HT that four of the six accused students had been expelled for three months and two for 45 days. Suraj Bhan, SHO of the Jhajjar police station, stated that the six students and the hostel warden had been arrested and that the case is being investigated.
