The Gujarat Medical Council has reached out to the National Medical Commission (NMC) regarding the issue of MBBS graduates from the Philippines who have not received their permanent registration numbers. The graduates belong to the December 2022 batch and have complained that they have not received their registration numbers even though they studied in the same country and the same colleges as the June 2022 batch of students. In the case of the June batch, they were issued their permanent registration numbers by NMC after they completed their MBBS degree in the Philippines and returned to India.

According to sources, MBBS graduates from the Philippines before November 18, 2021, are not required to complete the one-year internship after returning to India. However, this rule does not apply to students who returned in 2022.

The National Medical Commission had notified the National Medical Commission (Foreign Medical Graduate Licentiate) Regulations, 2021, to seal the fate of foreign medical education courses and end speculations surrounding them. The regulations came into effect on November 18, 2021, and are applicable to all admissions after that date.

The NMC FMGL rules 2021 mandate several conditions that FMGs need to fulfill, including completing a supervised internship in India for a minimum of twelve months.

The MBBS graduates from the Philippines have made multiple complaints to the Gujarat Medical Council, pointing out that without permanent registration numbers, they cannot register themselves for postgraduate exams. The graduates have demanded an immediate solution, calling the disparity in NMC rules unfair.

Sources at the Gujarat Medical Council have informed the media that they have sought clarification from the Commission regarding the disparity in the rules. After receiving a response from the Commission, the Council will issue permanent registration numbers to the foreign medical graduates.

The issue highlights the importance of standardization in medical education and the need for clear and transparent regulations to govern foreign medical education courses. The NMC and other medical education regulatory bodies must work towards creating a fair and transparent system that ensures that all MBBS graduates, irrespective of their country of study, are treated equally and have access to the same opportunities.

For admission to PG courses of INI CET for July 2023, AIIMS Delhi has reserved a total of 123 seats in the Sponsored/Foreign National/Bhutani National categories.

The process of seat allocation is as follows

The allocation of available postgraduate seats in participating INIs will be carried out through online mode only. There will be a minimum of two rounds of seat allocation, and an open round will follow. If necessary, additional rounds of seat allocation will be conducted before the open round. The exact timings for each round will be announced at a later date.

During the first and second rounds of seat allocation, eligible candidates who have qualified for admission will be invited to participate. The seat allocation process will follow the order of merit, candidate’s choices, and the reservation policies of individual INIs. These policies will include institutional preference, community reservation (such as OBC, SC, ST, EWS, etc.), and PwBD reservation where applicable. The allocation process will be carried out through an Institute-wise Synchronization of Seat Allocation (In SAS) process.

If any postgraduate seats remain vacant after the open round, individual INIs may conduct a “Spot Round” to fill them with the approval of their competent authority. The administration of INI-CET is the responsibility of the Examination Section of AIIMS New Delhi in consultation with nodal officers from all INIs. However, the rules and regulations of each participating institute will govern the admission and seat allocation process. The head of each institution will be responsible for administering the process within their respective institute.

The NBE has released the schedule for the centralized online merit-based counseling for the FNB 2022 admission session in Infectious Diseases. The seat matrix has also been made available to the candidates.

The detailed schedule includes the following points:

1. Candidates can register for counseling and select available seats until 5th April 2023, by 5:00 PM.
2. The allotment results will be declared on 6th April 2023.
3. The payment of First Year Course Fee- 6-8th April 2023

Bihar is a state situated in the eastern region of India and has a vast population. Bihar has an adequate healthcare system that comprises both government and private-run hospitals and medical colleges. Currently, there are 12 government and 8 private medical colleges in Bihar, which offer a combined total of 2565 MBBS seats and 1090 MD, MS, and PG Diploma seats as of 2023. The government has proposed to establish a medical college in every district of India.

The number of MBBS seats available in Bihar may fluctuate annually and is dependent on various factors, such as government regulations, infrastructural development, and faculty availability. The major medical facilities in Bihar are Patna Medical College and Hospital, All-India Institute of Medical Sciences (AIIMS) Patna, and Indira Gandhi Institute of Medical Sciences (IGIMS) Patna. These medical colleges offer diverse courses such as MBBS, BDS, MS, MD, and many more. Admission to these courses is granted through national and state-level entrance exams, such as NEET-UG and NEET-PG.

The Bihar Combined Entrance Competitive Examination Board (BCECE) is responsible for conducting the state counseling for MBBS admissions in Bihar. The counseling process is primarily based on the NEET-UG score and rank.

Once the NEET results are announced, the state counseling process commences. Qualified NEET candidates must register for counseling on BCECE’s official website. During the counseling process, candidates can choose their preferred medical college, and seats are allocated based on factors like the candidate’s NEET rank, their preferences, and the availability of seats.

For successful candidates seeking admission to undergraduate medical colleges, the MCC/DGHS is responsible for conducting counseling for seats under 15% All India Quota and 100%, including 85% State Quota of Central Institutions such as ABVIMS & RML Hospital, VMMC & Safdarjung Hospital, ESIC, Central Universities (including DU, BHU, AMU), AIIMS, JIPMER, and Deemed Universities.

Regarding AFMC registration, MCC only handles the registration process and provides AFMC officials with information about enrolled candidates for the admission procedure. Grades may apply to any additional relevant classes offered by universities such as DU/BHU.

The schedule for NEET PG Counselling 2023 is expected to be disclosed soon on the official website, mcc.nic.in. MCC is responsible for organizing counselling for admission into various institutions, such as central and deemed universities and AIQ PG seats of colleges under the Employee State Insurance Corporation. The NEET PG Examination 2023 was held on March 5, 2023, as per the given schedule. The results were declared on March 14, and the scorecards were issued on March 26, 2023. Candidates can access their scorecards by logging in to the official website using their registration details.

The NEET PG 2023 Counselling process comprises four rounds, namely Round-I, Round-II, the mop-up round, and the stray vacancy round. In each round, candidates will be required to register and select their preferred choices. If a candidate is unable to secure a seat in their desired college during a particular round, they may choose to participate in the subsequent round of counselling.

MCC is responsible for conducting counselling for admission into several institutions and universities, including:

• 50% of All India Quota seats from all states, including the Union Territory of Jammu & Kashmir (beginning this year). Additionally, UT of J&K will contribute 50% of their broad specialty medical and dental seats for All India Quota counselling held by MCC of DGHS.
• 100% of seats (both All India Quota seats and Institutional Quota seats) from Central Universities such as Aligarh Muslim University, Banaras Hindu University, University of Delhi, and Central Institutes, based on the eligibility criteria provided by each college or institute.
• 100% of seats from Deemed Universities.
• 50% of AIQ P.G seats from colleges under the Employee State Insurance Corporation for the children of ESIC insured persons.
• Registration for Armed Forces Medical Services Institutions only.

The Supreme Court has provided significant relief to MBBS students who had to discontinue their education due to the COVID-19 pandemic and the Russia-Ukraine conflict. As a one-time measure, students are now permitted to take the final year MBBS exams without enrolling in any Indian medical college. Additionally, the Court modified the Centre’s proposal by allowing these students to attempt the MBBS final exams twice, instead of just once.- both Part I and Part II exams (both theory and practical), without enrolling in any existing medical colleges. 

Around 18,000 students had come back to India from war-hit Ukraine, with many looking for ways to complete their medical degree in their own country.

In March last year, a petition was filed in the Supreme Court to grant admission to students who had returned from Ukraine to medical colleges in India.

As per the Centre’s guidelines, once these two exams are cleared, students must undertake a compulsory, two-year rotatory internship. The internship will consist of one year of unpaid service, followed by a year of paid service as determined by the National Medical Commission (NMC) for similar previous cases.

A committee established by the Centre has taken the decision to address the concerns of Indian medical students studying in China and Ukraine, who faced uncertainty due to the COVID-19 pandemic and the Russia-Ukraine conflict. The Union Health Minister had earlier rescued these students from the affected regions and was exploring viable options for them to continue their medical education in India.

Numerous discussions took place regarding the situation, and the affected students also filed multiple petitions with the Supreme Court requesting a one-time admission into Indian medical institutes. Despite the NMC initially stating that such accommodation was not feasible, it later expressed no objection to the Academic Mobility Programme for Indian medical students enrolled in Ukraine medical institutes, as long as they met the Screening Test Regulations 2002’s other requirements.

Earlier this year, in January, the Supreme Court instructed the Central Government to find a resolution to the matter. An expert committee headed by the Directorate General of Health Services, which included the National Medical Council (NMC) and relevant Central Ministries, was formed to investigate the matter as per the court’s directions.

Yesterday, on 28th March, the plea of medical students who could not complete their studies overseas was heard by a division bench comprising Justices BR Gavai and Vikram Nath. The students’ collective request was to be included in the Indian medical education system as a humanitarian measure. At the hearing, the Additional Solicitor-General for India, Aishwarya Bhati, disclosed that a committee established by the government had decided to accommodate medical students in their penultimate year who had to return from Ukraine or China and complete their studies through remote means.

The committee’s recommendations were approved by the Centre and included the following:

1. The students would be granted a single opportunity to clear both Part I and Part II of the MBBS Final Examinations, which includes both theory and practical components.
2. These exams could be taken without being enrolled in any existing Indian medical colleges and must be completed within one year.
3. Students would only be eligible to take Part II after passing Part I and waiting for a year to pass.
4. The theory exam would be centrally and physically conducted, similar to the Indian MBBS examination.
5. The practical exam would be administered by designated government medical colleges with assigned responsibilities.
6. Upon clearing both exams, students would be required to complete a two-year-long compulsory rotatory internship.
7. The first year of the internship would be free, and the second year would be paid as per the NMC’s decision.

The committee’s recommendations, if accepted by the Centre, would be a one-time measure and not serve as a precedent for future decisions. The Centre relayed this information to the bench, as reported by ANI.

However, senior advocates Nagamuthu and Gopal Sankaranarayanan, along with advocate Shivam Singh, representing the petitioners, expressed their concerns with the proposals. They pointed out the disparities between the syllabus followed in foreign medical institutions and those prescribed by the NMC, and the inadequacy of a single attempt to clear the examination.

The Supreme Court bench, while acknowledging the concerns raised by the petitioners’ counsel, refused to interfere with the decision made by the committee of experts. However, the bench agreed to make a minor modification by allowing such students to have two attempts instead of one to clear the MBBS examination. The court accepted the committee’s report and ordered that the student be offered two chances to pass both Part I and Part II (theory and practical) examinations. The NBEMS Diploma in Family Medicine (D Fam. Med.), which is also referred to as the National Board of Examinations in Medical Sciences Diploma in Family Medicine, is a two-year postgrad  The National Board of Examinations in Medical Sciences (NBEMS) Diploma in Family Medicine (D Fam. Guidelines for a competency-based postgraduate training program for the NBEMS Diploma in Family Medicine have been recently released by the National Board of Examinations in Medical Sciences (NBEMS).

These guidelines aim to govern the education and training provided in the postgraduate program for NBEMS Diploma in Family Medicine. • Additionally, candidates must have completed one year of internship and obtained permanent registration with any State Medical Council.
• The recognition cut-off dates of the medical college for MBBS Degree courses and compulsory rotatory internship must be as prescribed by the Medical Council of India, now NBEMS.

Admission Process

The admission process for the NBEMS Diploma in Family Medicine involves several steps that candidates must follow:

• Candidates who have completed their MBBS and want to pursue the 2-year Diploma course must qualify for the NEET-PG examination conducted by NBEMS. NEET-PG is held annually according to a set schedule.
• After the NEET-PG results are declared, the Medical Counseling Committee of DGHS, MOHFW, Govt of India conducts merit-based counseling for admissions to various MD/MS/PG Diploma courses, including the 2-year Post MBBS Diploma Programme.
• Once a candidate secures a seat in the NBEMS Diploma course, they are registered with NBEMS as a Diploma Trainee in the respective course.

In Lucknow, the Medical Education and Training Department of Uttar Pradesh has issued an order recognizing the services provided by resident doctors during the COVID-19 pandemic as a part of their compulsory government service bond. The decision came after senior residents from the 2018 batch wrote to the Director General of State Medical Education and Training Department regarding the delay in their employment under the compulsory government service bond.

The doctors from the 2018 batch submitted a joint application to the Director General of State Medical Education department, stating that they faced employment delays by the State government under the compulsory government service bond after completing their postgraduate course in 2021. However, during the ongoing COVID-19 pandemic, they were employed from the institute level itself.

The doctors pointed out that there were no guidelines issued at that time specifying that the services they provided during that period would be considered part of the Compulsory Government Service Bond. As a result, they wrote to the State’s Medical Education Department and urged them to incorporate the services they rendered at the institute in 2021 under the compulsory government service bond.

After being made aware of the situation, the Director General of UP Medical Education and Training Department promptly issued an office order to provide relief to the affected doctors. In recognition of the doctors’ service during the pandemic, the department announced that the service period of NEET PG 2018 batch candidates who were employed at the institute, medical college, or medical university level in 2021 would be included in the compulsory government service bond.

Director General Shruti Singh’s order stated that the order should be followed accordingly. Additionally, the relevant order was sent to several authorities, including the Principal Secretary of the UP Medical Education Section, the Directors of SGGI Lucknow, Dr. RMLIMS Lucknow, State Institute of Medical Sciences, and the Principals of all Government and autonomous medical colleges in the State. The National Medical Commission (NMC) has granted approval for the second-year MBBS program at Konni Government Medical College and Idukki Medical College in Kerala, providing a positive development for medical students in the region. Idukki Medical College initially admitted 50 MBBS students under the previous Congress-UDF government.

During the LDF government’s administration, the Medical Council of India (MCI) withdrew its recognition of Idukki Medical College in 2016, citing insufficient resources such as inadequate beds, academic buildings, staff, and housing facilities for students and employees. Subsequently, students enrolled at the college were relocated to Alappuzha Medical College.

In 2020, Dr. RK Vats, the secretary-general of the MCI Board of Governors, sent a letter to Idukki Medical College outlining seven issues and discrepancies in the college’s management, such as low resident numbers (58%), low bed occupancy rates (29.3%), inadequate faculty numbers (18%), and deficiencies in the hospital’s clinical laboratory and radiology services. Eventually, in the previous year, the NMC authorized Idukki Medical College to admit 100 MBBS students.

GMC Konni had also been seeking NMC approval for several years. In 2021, the Medical Education Department of Kerala requested the Apex Medical Commission’s permission to commence MBBS admissions at GMC Konni. Last year, the NMC finally granted approval for GMC Konni to admit 100 MBBS students.

According to a recent report by the Times of India, the NMC has authorized Konni and Idukki medical colleges to admit students into their second-year MBBS program. The report further states that since taking office, the LDF government has invested approximately Rs 250 crore in the development of these two medical colleges.

Union MoS Health, Dr. Bharati Pravin Pawar, has revealed that Kerala has a total of 33 medical colleges with a capacity to admit 4605 MBBS students. Out of these, 12 government medical colleges offer 1755 MBBS seats, while the remaining 2850 MBBS seats are available at 21 medical colleges managed by private institutions.
