MD/MS admissions in Assam medical colleges

While the state lacks the same volume of colleges as larger Indian states, it offers a good number of MD and MS seats through its government medical colleges and AIIMS Guwahati, making it highly enticing for Indian doctors seeking affordable postgraduate training. The state hosts several long-established government medical colleges and one AIIMS.

Institute of National Importance

1.    AIIMS, Guwahati - AIIMS Guwahati was established under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY). AIIMS Guwahati started its first academic session on 12th January 2021 with a batch of 50 MBBS students. It offers a wide range of MD/MS programs like MD - Anaesthesiology, MD - Anatomy, MD - Dermatology, MS - General Surgery, MS - Orthopaedics and MS - Obstetrics & Gynaecology

•    Establishment: 2017

•    Operational Start: 2020

•    Affiliation: Is an autonomous institution of national importance

•    Seats: January 2025 session – 49 MD/MS seats and July 2025 session – 42 MD/MS seats.

Government Medical Colleges

Stipend and Fees

Financial considerations play a significant role in selecting a state for MD/MS education, and Assam offers an enticing balance for PG medical students. All recognized MD/MS seats in the state are available through government colleges and AIIMS Guwahati, which provide affordable tuition, handsome stipends, and low-cost living options. The stipend system in Assam follows set norms, making sure that students receive steady monthly support throughout the course. Since private MD/MS colleges are not there, students do not face astronomical tuition costs that are very common in other states. Government medical colleges in Assam offer senior residency posts to their own MD/MS graduates, ensuring a seamless transition from student to practicing doctor. Senior residency positions are available across a wide range of specialties, including Pediatrics, General Medicine, Surgery, Obstetrics & Gynecology, and more, allowing postgraduates to continue working within the same institution and gain extensive practical experience. These posts also offer an additional stipend, normally higher than the regular MD/MS stipend, offering both financial support and professional growth.

Service Bond and Penalty

Service bonds are a crucial consideration for students pursuing MD/MS in Assam. Most government medical colleges have reasonable service bond policies, which are usually more lenient compared to other states. PG students are usually required to serve in a government or rural healthcare facility for 1–2 years after finishing their course, though exact durations differ by institution and specialty. Even bond to discourage discontinuation of courses also exist in Assam. Penalty can be as high as ₹2500000 and as low as ₹500000. Mandatory service can be between 1 and 3 years.

Category wise reservation –

AIQ (All India Quota) –

For PG medical seats under the 50% AIQ in government colleges, the reservation policy follows central government norms:

•    OBC-NCL (Non-Creamy Layer) = 27% of AIQ seats.

•    ST (Scheduled Tribes) = 7.5%.

•    SC (Scheduled Castes) = 15%.

•    EWS (Economically Weaker Sections) = 10%.

•    PwBD / PwD (Persons with Benchmark Disabilities) = 5% horizontal reservation across all categories.

Reservation under State Quota (SQ) –

For the State Quota seats (i.e., the portion after 50% All-India Quota), the category reservation is:

•    Economically Weaker Sections (EWS): 10%

•    Scheduled Castes (SC): 7%

•    Scheduled Tribes (Hills) (ST-H): 5%

•    Scheduled Tribes (Plains) (ST-P): 10%

•    Other Backward Classes / More Other Backward Classes (OBC/MOBC): 15%

•    The remainder of seats (after these reservations) go to the Unreserved / General category.

•    A horizontal reservation exists for Persons with Disabilities (PwD) aligned with the Rights of Persons with Disabilities Act, 2016.

Admission Process for All India Quota and State Quota seats

The admission process for MD/MS courses in the state is conducted through the National Eligibility-cum-Entrance Test for Postgraduate (NEET-PG), which serves as the single gateway for PG medical admissions across India. Once the NEET-PG results are declared, candidates are allotted seats through two main counselling channels — the All India Quota (AIQ) managed by the Medical Counselling Committee (MCC), and the State Quota, which is conducted by the Directorate of Medical Education (DME), Assam.

Under the All India Quota, 50% of the total PG seats in Assam’s government medical colleges are reserved for candidates from across India. The AIQ counselling process is centralized and completely online, ensuring uniformity and transparency in seat allotment.

•    Step 1: Using their NEET-PG credentials candidates register on the MCC portal (www.mcc.nic.in) and pay the counselling fee.

•    Step 2: Candidates fill and lock their favoured choices of colleges and specializations, including Assam’s leading institutions like Gauhati Medical College or Assam Medical College, Dibrugarh.

•    Step 3: Based on NEET-PG rank, preferences, and seat availability, the MCC releases the seat allotment list for each round.

•    Step 4: Selected candidates download their allotment letters and report to the allotted college physically for document verification and admission confirmation.

•    Step 5: Remaining vacancies after AIQ rounds are returned to the respective state counselling authorities.

For the State Quota, which constitutes the remaining 50% of seats, the admission process is carried out by the Directorate of Medical Education (DME), Assam. These seats are meant for candidates who are domiciled in Assam or have completed their MBBS degree from a recognized medical college within the state.

•    Registration: Eligible candidates have to register on the DME Assam official website by submitting required documents.

•    Merit List: DME publishes a state merit list based on NEET-PG scores.

•    Choice Filling and Counselling: Candidates submit preferences for colleges and specialties online. DME carries out multiple rounds—Round 1, Round 2, Mop-Up, and Stray Vacancy—to fill all state seats.

•    Seat Allotment: Allocation is done as per merit, reservation, and choice hierarchy. Candidates allotted seats report physically to respective colleges for verification and admission.

Additionally, Assam has a State Health Quota (SHQ), under which a very small number of seats (around 40 seats per session) are reserved for in-service doctors. SHQ is part of the State Quota, managed by DME Assam.
