The NEET PG 2025 counselling process is the gateway for medical graduates seeking admission into postgraduate programs such as MD, MS, PG Diploma, and DNB courses across India. The counselling is conducted online by the Medical Counselling Committee (MCC) for All India Quota (AIQ) seats and 100% of seats in Deemed Universities, Central Universities, ESIC institutes, and Armed Forces Medical Services (AFMS).

Who Conducts NEET PG Counselling?

    MCC (Medical Counselling Committee): Handles 50% AIQ seats and 100% seats in Deemed/Central Universities, ESIC, and AFMS institutes.

    State Authorities: Manage the remaining 50% state quota seats and private college admissions under state jurisdiction.

Eligibility for NEET PG 2025 Counselling

To participate in NEET PG 2025 counselling, a candidate must:

    Have qualified the NEET PG 2025 examination

    Possess an MBBS degree or Provisional Pass Certificate recognized by the National Medical Commission (NMC)

    Have completed 12 months of compulsory internship on or before August 15, 2025 (or as notified)

    Hold a valid permanent or provisional medical registration certificate issued by NMC or State Medical Council

NEET PG 2025 Counselling Process – Complete Detail

The NEET PG 2025 counselling process is conducted by the Medical Counselling Committee (MCC) on behalf of the Directorate General of Health Services (DGHS), Ministry of Health and Family Welfare (MoHFW).

Round-wise Counselling Process

NEET PG counselling includes four rounds: Round 1, Round 2, Round 3, and the Stray Vacancy Round. Each round offers candidates a chance to secure a seat based on their rank and preferences.

 ROUND 1: Initial Allotment Round

    Steps:

o    Register and pay counselling fees.

o    Fill and lock choices of colleges and courses.

o    Seat allotment is processed based on NEET PG rank, preferences, and category.

o    Download the allotment letter and report to the college with original documents.

    Options After Seat Allotment:

o    Free Exit: If you’re allotted a seat but don’t wish to join, you can skip reporting and still be eligible for Round 2.

o    Willingness for Upgrade: Candidates must report and submit documents, then opt for upgradation to Round 2.

ROUND 2: Upgrade or Fresh Allotment

    Candidates who didn’t register in Round 1 can now register.

    Those not allotted seats in Round 1 don’t need to register again.

    Fresh choice filling is required.

    If you’re allotted a seat, reporting with original documents is mandatory.

    If upgraded, report to the new college and complete the joining process.

    Once upgraded, you lose the claim to your Round 1 seat.

ROUND 3: Final MCC Round

    Fresh registration for those who didn’t register earlier or exited from previous rounds.

    Candidates who exited in Round 2 with fee forfeiture can register again.

    Those not allotted seats earlier do not need to register again.

    Fresh choice filling is required.

    Candidates who get a seat must report and join. No further upgrade or resignation is allowed.

    Non-joining leads to forfeiture of the security deposit and debarment from further rounds.

STRAY VACANCY ROUND: Last-Minute Chance

    Eligibility: Candidates with no allotted seat in any round can participate.

    Not Eligible: Those who were allotted in Round 3 and didn’t join will be excluded.

    Fresh registration and choice filling required.

    Seats are allotted online.

    Mandatory Reporting: Failure to join after getting a seat will lead to one-year debarment from NEET PG and loss of deposit.

Examples for Clarity

 Example 1: A Scheduled Caste (SC) candidate applying through the All India Quota (AIQ) will need to pay a registration fee of ₹500 and a refundable security deposit of ₹10,000.

 Example 2: An Unreserved (UR) candidate applying under the AIQ scheme must pay a registration fee of ₹1,000 along with a refundable security deposit of ₹25,000.

 Example 3: Regardless of category, any candidate applying for Deemed University seats will be required to pay a registration fee of ₹5,000 plus a refundable security deposit of ₹2,00,000.

NEET PG Counselling for Deemed Universities – Conducted by MCC

Deemed Universities are autonomous institutions recognized by the University Grants Commission (UGC) that admit students under an open national pool regardless of domicile status. Counselling is exclusively conducted by MCC through https://mcc.nic.in, and encompasses 100% of the PG seats in these institutions.

Key Features:

    No domicile restrictions – any NEET PG-qualified candidate from India can apply

    Typically higher tuition fees, but often better infrastructure and super-speciality exposure

    Most offer in-demand specializations (Dermatology, Radiology, Orthopaedics, etc.)

    Seat matrix is released separately by MCC for Deemed Universities

Counselling Process:

1.    Registration on MCC portal under “Deemed PG” tab

2.    Fee Payment:

o    ₹5,000 registration (non-refundable)

o    ₹2,00,000 security deposit (refundable after reporting or non-allotment)

3.    Choice Filling: Select preferred courses/institutes like KMC Manipal, DY Patil, Sri Ramachandra, etc.

4.    Seat Allotment: Based on NEET PG rank, course availability, and reservation (if applicable)

5.    Reporting: Candidates must physically report to the allotted college with originals

Cut-Off Insight:

Deemed University cut-offs are relatively lower than top government colleges, especially in Round 2 and Mop-Up Rounds. However, tuition ranges from ₹18 to ₹35 lakhs per annum for clinical branches.

State Quota Counselling – Conducted by Respective State Authorities

Each state manages its own 50% quota (also referred to as “Competent Authority Quota”) for government colleges and 85-100% seats in private medical colleges under their jurisdiction.

Key Considerations:

    Domicile requirement: Most states allow only local residents (with specific educational history) to participate in the State Quota

    Reservation policies: Vary significantly – includes SC, ST, OBC, EWS, women, PwD, and in some states, in-service doctors

    Tuition fees: Generally lower than Deemed, especially in government colleges

    States with high PG intake: Maharashtra, Tamil Nadu, Karnataka, Andhra Pradesh, Telangana, Rajasthan

4.    State releases provisional and final merit lists

5.    Web-option entry and seat allotment

6.    Reporting with document verification and tuition fee submission

Note: Candidates can participate in multiple state counsellings simultaneously, provided they meet the eligibility criteria.
