The National Gateway to Postgraduate Dental Seats
NEET-MDS (National Eligibility-cum-Entrance Test for Master of Dental Surgery) is established as a statutorily mandated national examination under the provisions of the Dentists Act, 1948 (as amended from time to time).
Within this legal framework, NEET-MDS is defined as:
• A single entrance examination
• A uniform national eligibility filter
• A centralized merit-ranking mechanism
This means that NEET-MDS simultaneously performs two critical functions:
1. Eligibility Determination
It establishes whether a candidate is academically and professionally eligible to pursue postgraduate dental education (MDS).
2. National Merit Ranking
It generates a comparative All India merit list, which is used across all admission channels for seat allocation.
A candidate must possess:
• A recognized Bachelor of Dental Surgery (BDS) degree
• Awarded by a university or institution in India
This degree must be:
• Recognized under applicable provisions of the Dentists Act
• Issued by an institution approved for dental education
→ Ensures standardized foundational dental education for all candidates
In addition to academic qualification, the candidate must:
• Be registered with the State Dental Council
Registration may be:
• Provisional registration
• Permanent registration
→ Establishes legal recognition as a dental practitioner
→ Ensures compliance with professional regulatory standards
A mandatory component of eligibility is:
• Completion of one-year (12 months) compulsory rotatory internship
This internship must be:
• Completed in an approved or recognized dental college
The internship serves as:
• Practical clinical exposure
• Transition from academic training to professional practice

The eligibility framework also accommodates candidates who are in the process of completing their internship.
A candidate is permitted to appear in NEET-MDS if:
• They have passed the final qualifying examination (BDS or equivalent)

• They are likely to complete the internship by the prescribed cut-off date

Covers 50% of MDS seats across all States and Union Territories.

Remaining seats (generally 50%) are managed by respective State/UT authorities.

→ Allows states to regulate admissions within their jurisdiction
NEET-MDS applies to all private institutions including:

• Deemed universities
→ No private institution can bypass NEET-MDS
NEET-MDS also serves as a gateway for:

→ Provides opportunities in defense medical services
NEET-MDS acts as a screening examination for:

Despite wide national coverage, a specific exclusion exists:
• AIIMS New Delhi

Candidates who have studied / passed BDS from:
• UT of Jammu & Kashmir
Are eligible for participation in:

• Dental qualification equivalent to BDS must be recognized by Dental Council of India
• Foreign nationals must obtain security clearance from the Ministry of Home Affairs (Government of India)

• Registration is limited to the dental college / institution where the candidate is admitted
