A Non-Resident Indian means:

Eligibility of NRI candidates is determined by BFUHS.
University issues an Eligibility Certificate to approved NRI candidates.

- During third round, NRI seats shall be filled from General category candidates if eligible NRI candidates are not available.

- If converted and filled as State Quota seat, the applicable fee shall be State Quota fee.

As per Supreme Court order:

4.2 Who Can Apply Under Foreign Indian Student Category?
Candidate must be of Indian Origin. Seats are NOT open to foreign nationals who are not of Indian origin.
Eligible categories:
(A) Persons of Indian Origin
Citizens of countries other than India holding foreign passport.
(B) Overseas Citizen of India (OCI)
However: OCI card holders after 04.03.2021 are NOT eligible for seats reserved exclusively for Indian citizens (Page 23).
(C) Indian Citizens residing abroad
Indian citizens who have resided in a country other than India for a minimum period of three years immediately preceding the year of admission (2025).
Important clarification (Page 23):
- Residence must be actual/physical residence
- Notional or deemed residence NOT accepted
- Green Card / PR card alone does NOT confer eligibility
- If gap year after Class 12 β must produce certificate from Indian Embassy confirming residence abroad for 3 years

Minimum marks in PCB aggregate:

As per Order No. F.5(968)DME/LC/2018/1997 dated 29.04.2019, a candidate can apply under NRI quota if:
- At least one parent is an NRI residing abroad
- Sponsor is real brother/sister residing abroad as NRI
- Ward of nearest NRI relative (must be ordinarily residing abroad):
- Real paternal uncle/aunt
- Real maternal uncle/aunt
- Paternal grandparents
- Maternal grandparents
- First degree paternal/maternal cousins
Sponsor must provide:
- Certificate from Indian Embassy / MEA
- OR Notarized undertaking from foreign country
Affidavit required stating sponsor will bear entire course fee. PIO / OCI candidates are eligible under NRI quota.
π― Priority Rule for NRI Seats
No reservation applies on NRI seats. Priority order:
- NRI candidates having ancestral background of Rajasthan (Self/Parents/Grandparents resided in Rajasthan β₯ 5 years)
- Remaining NRI seats filled by NRIs of other States
Proof of Rajasthan ancestry required (electricity bill, property documents, passport, Aadhaar, etc.).

π Policy Introduction
In September 2025, the Government of Karnataka introduced a significant change in the MBBS admission framework.
For the first time, 15% of MBBS seats in Government Medical Colleges were reserved under the NRI category, to be filled at a substantially higher fee.
Until this announcement, NRI quota seats in Karnataka were confined to:
- Private Medical Colleges
- Minority Medical Colleges
- Deemed Universities
The September 2025 decision formally extended NRI reservation to Government Medical Colleges.
π Quantum of Seats β NEET UG 2025
During NEET UG 2025 counselling:
- Total MBBS seats earmarked under NRI category in Government Medical Colleges: 57
- Eligible NRI candidates who joined: 18
- Unfilled NRI seats: 39
The remaining 39 seats were subsequently allotted to non-NRI candidates. However, these candidates were required to pay the full NRI fee, as the seats retained their NRI fee status.
π΅ NRI Fee Structure β Government Medical Colleges
For MBBS seats earmarked under the NRI category in Government Medical Colleges:
- MBBS Course Fee: βΉ25,09,350 per annum
- This fee applied to:
- Eligible NRI candidates admitted under NRI quota
- Non-NRI candidates allotted vacant NRI seats
The fee remained unchanged even after conversion of seats.
π Seat Conversion Mechanism
The counselling outcome demonstrated the following structure:
- NRI seats are first offered to eligible NRI candidates.
- If insufficient eligible NRI candidates are available, the seats are converted.
- Vacant NRI seats are converted to General Merit (GM).
- Converted seats are allotted to non-NRI candidates strictly as per merit.
- The NRI fee continues to apply to such candidates.
In NEET-2025:
- Only 18 out of 57 NRI seats were filled by eligible NRI candidates.
- 39 seats were converted and filled by non-NRI students at βΉ25,09,350.
π° Financial Implication
The introduction of NRI seats in Government colleges significantly alters the traditional cost structure.
Regular Government MBBS seats are subsidized and comparatively low-fee. However, NRI seats in Government colleges are priced at βΉ25,09,350 per annum.
This effectively aligns Government NRI seats financially closer to private NRI structures rather than regular Government quota seats.

π Definition of NRI (As per Guidelines)
βNRIβ means a Non-Resident Indian as defined under Income Tax Act, 1961 read with Foreign Exchange Management Act, 1999. A non-resident Indian is βa person who is not resident in India.β
Under FEMA rules, a person resident outside India who is either:
- A citizen of India, OR
- A Person of Indian Origin (PIO)
Person of Indian Origin (PIO) means a foreign citizen (other than Pakistan/Bangladesh and other restricted countries) if:
- He/she at any time held an Indian passport; OR
