Registration, Eligibility, Fees, Cutoff & Seat Allotment

The Directorate of Medical Education and Training (DGME), Uttar Pradesh, Lucknow conducts UP NEET PG Counselling 2026 for admission to MD/MS/PG Diploma/DNB/MDS courses in Government and Private Medical & Dental Colleges of Uttar Pradesh. Counselling is held fully online through the official portal upneet.gov.in for candidates who have qualified NEET‑PG 2026 / NEET‑MDS 2026, conducted by the National Board of Examinations in Medical Sciences (NBEMS).

Latest Updates & Important Dates

• The UP NEET PG 2026 Counselling Brochure has been released by DGME, UP, Lucknow, detailing eligibility, reservation, registration and admission rules for the 2026 session.
• NEET‑PG 2026 result has been declared by NBEMS; candidates can check their score/rank on the official NBEMS result portal.
• UP NEET PG 2026 registration dates on upneet.gov.in will be announced through a separate public notice by DGME, UP once the counselling schedule is finalised. Candidates are advised to keep checking upneet.gov.in and dgme.up.gov.in regularly.
• As per the brochure, the Compulsory Rotatory Internship cut-off date for eligibility is 31 May 2026 (for MDS) and 30 September 2026 (for MD/MS/Diploma/DNB).

Eligibility Criteria

• Candidates must have qualified NEET‑PG 2026 / NEET‑MDS 2026.
• Must have completed one year of Compulsory Rotatory Internship on or before 31 May 2026 (MDS) / 30 September 2026 (MD/MS/Diploma/DNB).
• Candidates who passed MBBS/BDS from Government/Private Medical & Dental Colleges of UP are eligible for both Government State Quota seats and Private College seats.
• Candidates who passed MBBS/BDS from AMU Aligarh, BHU Varanasi, AIIMS Raebareli and AIIMS Gorakhpur are not eligible for Government State Quota seats — they can apply only for Private Medical & Dental College seats.
• Candidates who passed MBBS/BDS from outside Uttar Pradesh are eligible only for Private Medical & Dental College seats.
• A candidate already admitted through an earlier NEET‑PG/NEET‑MDS counselling is not eligible until the ongoing course is completed and passed.
• Only NEET-qualified In‑Service (PMHS) candidates on the list provided by the Director General Health Services are eligible for due weightage and for State Quota DNB seats.
• Foreign Medical Graduates (FMG) and Foreign National candidates are eligible as per NBE Information Bulletin‑2026, points 4.10 & 4.11 (FMGE/Screening Test qualification, NMC registration, MHA security clearance where applicable).

Registration Process & Fees

1. Visit the official portal upneet.gov.in and register using your NEET‑PG Roll Number and the same Email ID used during NBE registration.
2. Pre-populated data (Name, Father's/Mother's Name, DOB) cannot be edited during counselling.
3. Enter domicile, category/sub-category, In-Service (PMHS) status, college passed from, and address.
4. Pay the Registration Fee of ₹3,000/- (one-time, valid for Round 1, 2 & 3). A fresh registration with ₹3,000 fee is mandatory for the Stray Vacancy Round. Registration fee is non-refundable.
5. Create a password for choice filling & locking — do not share it with anyone.
6. Download the registration form and fee receipt for future reference.

Security Fee (Deposit)

Security fee must be paid before choice filling; if not paid, the candidate cannot fill choices. Security money is refunded after all counselling rounds are complete, for eligible candidates.

Reservation Policy

As per Govt. Order No. I/1405837/2026 dated 23/07/2026:

Vertical Reservation (Government State Quota Seats)

• SC – 21%
• ST – 2%
• OBC – 27%
• EWS – 10%

Horizontal Reservation

• PwD – 5% (21 Benchmark Disabilities as per RPWD Act 2016 & NMC norms; certificate required from designated Disability Certification Centres only)

Notes:

• EWS and OBC certificates are valid only if issued on or after 1 April 2026.
• Reserved category candidates from other states are treated as Unreserved (UR) for UP NEET PG/MDS counselling.
• A defined conversion algorithm (ST‑PwD→ST, SC‑PwD→SC, UR‑PwD→UR, OBC‑PwD→OBC, EWS‑PwD→EWS, ST→SC, SC→UR, OBC→UR, EWS→UR, Minority→UR) applies to unfilled reserved seats during Round 3.

Documents Required at the Time of Admission

Candidates must submit the following documents in original + one self-attested photocopy set:

1. Copy of Allotment Letter

4. High School Marksheet/Certificate (proof of date of birth)
5. Mark sheets of all professional examinations of MBBS/BDS

8. Permanent/Provisional Registration Certificate (State Medical Council/MCI/DCI)
9. Reservation certificate (SC/ST/OBC/EWS/PwD), if applicable

Failure to produce original documents, or concealment/falsification of facts (discovered at admission or later), leads to cancellation of candidature and legal action.

NEET PG 2026 Cutoff – Category‑Wise Qualifying Marks

NBEMS has released the NEET PG 2026 qualifying cutoff (out of 720):

Use the ranges below only as a reference for how competitive different categories and courses have been in UP State Quota private college counselling over the last three years — they will not be the same for 2026 and should not be treated as a prediction.

These figures confirm the general trend: radio-diagnostic, dermatology and OBG close at the lowest (best) ranks, while pathology, microbiology and anaesthesia typically close at higher (relatively easier) ranks in private colleges under UP state quota.

Counselling Rounds, Choice Filling & Seat Allotment

The UP NEET PG counselling process (per the official flow chart) runs as:

Registration → Registration Fee → Security Money Deposit → Merit List Declaration → Choice Filling & Locking → Result Declaration → Allotment Letter Download → Admission

• Merit list for MD/MS/Diploma is prepared with due weightage to In‑Service (PMHS) candidates as per the govt. order.
• Merit list for DNB & MDS is based purely on the All‑India NEET Rank.
• Candidates can fill and edit as many choices as they want until final locking; choice locking is compulsory — allotment will not occur without it, and locked choices cannot be modified.
• There are 3 regular rounds of counselling plus a Stray Vacancy Round.
• Candidates already admitted after Round 1 can try for seat upgradation up to Round 3, but should avoid re-choosing the same seat/college — if the same seat is re-allotted, the previous allotment is automatically cancelled.
• Category conversion of unfilled reserved seats happens only in Round 3, once candidates of that category are exhausted (conversion algorithm listed in Section 5).

Reporting, Admission & Resignation Rules

• Allotted candidates must download the Allotment Letter and report in person at the allotted Medical/Dental College or designated Nodal Centre to complete admission, including fee deposit.
• If a candidate does not join by the due date, the right to that seat is forfeited.
• Resignation is accepted only in person at the college/nodal centre where admission was taken — no resignation sent through any other medium is valid.
• Round 1 admits can resign with Free Exit (full refund of security money, and full state-quota fee except admission fee for govt colleges / full tuition fee for private colleges) up to 2 days before choice filling of Round 2 begins.
• From Round 2 onward, resignation forfeits the entire security deposit; from Round 3 onward, resignation additionally forfeits 50% of the deposited tuition fee (private colleges).
• As per Govt. Order dated 26 June 2024, a candidate who leaves a government college/dental college seat after the last round of counselling but before completing the course is debarred from the next academic session's admission process.

Service Bond

Candidates admitted to Government Medical/Dental colleges must mandatorily serve a bond in Uttar Pradesh, as per Govt. Order No. 950/71‑2‑82/2017 dated 07.03.2018 (as amended):

Stray Vacancy Round & Vacant Seats

• Fresh registration with a ₹3,000 fee is compulsory for the Stray Vacancy Round; only these newly registered candidates form the Stray Vacancy merit list.
• Candidates who were allotted a seat earlier but did not join/were admitted and later resigned are not eligible for the Stray Vacancy Round.
• Any candidate who has already taken a PG seat through AIQ counselling (MCC) or another state's quota counselling is not eligible for the UP NEET Stray Vacancy Round.
• If allotted a seat in the Stray round, the candidate must join — failure to do so results in debarment from UPNEET PG/MDS Counselling‑2027 and forfeiture of the security deposit.
• Actual vacant-seat lists (college & course-wise) are published by DGME on upneet.gov.in before each round's choice filling opens — always check the latest PDF before locking choices.
