Puducherry’s PG medical ecosystem is compact but diverse. MD/MS seats are offered by one institute of national importance (JIPMER, Puducherry), one government medical college, multiple private/trust-run colleges and a few deemed-university affiliated medical institutes. Collectively these institutes offer more than 700 MD/MS seats. Opportunity to access strong clinical exposure at high-volume teaching hospitals and nationally recognized academic awaits aspirants. 

Institute of National Importance (INI)

1. JIPMER, Puducherry — Jawaharlal Institute of Postgraduate Medical Education & Research is the single INI in Puducherry. It is quite naturally the most sought-after PG destination in Puducherry. JIPMER offers a wide range of MD/MS specialties and boasts of an attached multispecialty JIPMER Hospital with an extremely high patient load. Those pursuing MD/MS courses are appointed as junior residents and receive handsome salary as per the 7th Pay scale i.e. Level 10 (₹56,100/-) and other allowances admissible under rules.

• Affiliation: Is an autonomous institution of national importance
• Seats: January 2025 session – 135 MD/MS seats and July 2025 session – 117 MD/MS seats.

Admission Process, Seat Distribution, and Counselling Pathway 

Puducherry follows a very transparent admission framework for MD/MS courses. Counselling for admissions are conducted by Medical Counselling Committee (MCC) and the Centralized Admission Committee (CENTAC). The process is quite streamlined, ensuring fair seat allocation among AIQ, State, and Deemed University quotas, making it one of the more systematized systems in South India.

• JIPMER MD/MS Admission Process
• Entrance Exam: Admission to MD/MS courses at JIPMER is via INI-CET. 
• NEET-PG scores are not considered for JIPMER MD/MS admissions.
• Government College (IGMCRI – Indira Gandhi Medical College & Research Institute)

• Counselling Authorities:
  • 50% seats under All India Quota (AIQ) filled by MCC (mcc.nic.in).
  • 50% seats under State Quota filled by CENTAC (centacpuducherry.in).
• Eligibility: NEET-PG qualification with registration under the respective counselling authority.
• Reservation (AIQ) - Scheduled Tribes (ST) is 7.5%, Scheduled Castes (SC) is 15%, Other Backward Classes – Non-Creamy Layer (OBC-NCL) is 27% and Economically Weaker Sections (EWS) is 10%. Persons with Disabilities (PwD) get 5% horizontal reservation across all categories.

• Reservation (State Quota) – 
• Vertical - Other Backward Classes (OBC) is 11%, Most Backward Classes (MBC) is 18%, Backward Class Muslims (BCM) is 2%, Extreme Backward Classes (EBC) is 2%, Scheduled Caste (SC) is 16%, Scheduled Tribe (ST) is 0.5% and Open General (UR) is 50% 
• Horizontal – Reservation for freedom fighter is 4%, PwD is 5%, ex-servicemen is 1% and meritorious sports persons is 1%.
• Domicile based reservation – 
• SC has declared domicile-based reservation unconstitutional. So, the 50% state quota seats in government medical college in Puducherry has to now be filled based on NEET-PG merit, without any domicile restrictions.
• While the Court has allowed for institutional preference, this is different from domicile-based reservation and must be aligned with the principle of merit.

• Private Colleges (Affiliated to Pondicherry University)

Admission to private MD/MS programs in Puducherry requires a qualified NEET-PG score and primarily happens through the centralized counselling process for government and private colleges via the CENTAC website.

• Deemed University affiliated institutions

• Counselling for deemed universities like Vinayaka Mission’s Research Foundation (VMRF) and Sri Balaji Vidyapeeth (SBV) is handled entirely by MCC under a separate Deemed University category.
• Candidates from all over India can apply, and there are absolutely no domicile restrictions.

Fee and Stipend 

In Puducherry colleges stipend is good and fee is moderate. For example – In PIMS annual fee for government quota seats for PG clinical is ₹7.95 lakhs and annual stipend is ₹5.16 lakhs. So, net investment is just ₹2.79 lakhs.  In JIPMER, Puducherry and Indira Gandhi Medical College & Research Institute, Puducherry fees are quite low and stipend far surpasses the fees. In these colleges investment is zero. In deemed university affiliated colleges in Puducherry fees are low compared to deemed university affiliated institutions in other parts of Southern India.
