While institutions can continue to utilize their own resources to subscribe to publications not covered by the program, INFLIBNET will handle central payments to the 30 publishers.
The Union Cabinet adopted the "One Nation One Subscription" (ONOS) proposal on Monday, which will give all state-run and centrally-run universities access to credible journals published by international publishers on a single platform.
Under the direction of the Information and Library Network (INFLIBNET), an independent inter-university center under the University Grants Commission (UGC), access will be made available via a nationwide subscription.
One Nation One Subscription - A Single Platform
There are currently eleven distinct library consortia operating under several ministries that, as part of their administrative mandate, give higher education institutions access to periodicals.
Additionally, different universities have different journal subscriptions. On the other hand, One Nation One Subscription will provide a single platform for access to national and international journal articles spanning all academic fields for all government higher education institutions, including universities, colleges, and institutions of national significance.
Govt will provide ₹6,000 crore budget
The program would offer subscriptions to about 13,000 journals produced by 30 international publishers and will cost ₹6,000 crore over three years, ending in 2027. The Centre will contain about 6,300 research and development organisations in addition to higher education institutions operated by the states and the Centre. The program will give these universities access to all 13,000 journals.
The 30 publishers will receive central payments from INFLIBNET, while institutions can still use their own funds to subscribe to publishers that are not included in the program.
One Nation One Subscription will launch on January 1, 2025
Elsevier ScienceDirect, Springer Nature, Wiley Blackwell Publishing, Taylor & Francis, Sage Publishing, Oxford University Press, Cambridge University Press, and BMJ Journals are some of the publishers that are part of the program.
