MBBS Admission in Kerala: Eligibility, Domicile, Documents, and Counselling Process

The process for Kerala MBBS admission 2025 will be conducted through NEET-UG, with candidates required to register online and participate in state counselling. MBBS Admission Process in Kerala

1. Online Registration – Candidates must register on the official website of CEE Kerala (www.cee.kerala.gov.in).

3. Option Entry – Candidates must select their preferred colleges and courses.
4. Seat Allotment – Based on NEET rank, category, and available seats, candidates are allotted seats.
5. Reporting & Admission – Candidates must report to the allotted college and complete admission formalities.

Domicile Criteria

For the purpose of admission to MBBS and other professional degree courses, candidates are classified into three nativity categories in the KEAM Prospectus:

• Keralite –A candidate is considered a Keralite if any one of the following conditions is satisfied:
  • The candidate (or either parent) is of Kerala origin, and the candidate satisfies the nativity conditions prescribed in the prospectus.
  • The candidate produces valid proof of Kerala nativity as specified in the annexures of the prospectus.
  • Candidates of Kerala origin who are settled outside Kerala, including those whose parents are employed outside Kerala or abroad, are also treated as Keralites if proper proof is produced.
  • Eligibility of Keralites:
  • Eligible for State Quota (85%) MBBS seats in Government Medical Colleges
  • Eligible for all mandatory and special reservations
  • Eligible for fee concessions and scholarships
  • Eligible for all seats in private medical colleges
• Non-Keralite Category I (NK-I) –A candidate is classified as Non-Keralite Category I (NK-I) if the candidate does not qualify as a Keralite, but satisfies specific conditions showing a strong connection with Kerala, such as:
  • Candidates who have undergone their qualifying examination in Kerala.
  • Children of parents who are serving or have served the Government of Kerala, Central Government, Defence Services, or Public Sector Undertakings in Kerala.
  • Candidates who satisfy the conditions specifically listed in the prospectus under NK-I classification.
  • Eligibility of NK-I candidates:
  • Eligible for admission to private medical colleges in Kerala
  • Eligible for open / non-reserved seats through CEE Kerala counselling
  • Not eligible for State Quota seats in Government Medical Colleges
  • Not eligible for reservation benefits or fee concessions meant for Keralites
• Non-Keralite Category II (NK-II) – Candidates who do not belong to the above categories but are Indian citizens. NK II candidates are only eligible for management quota seats.

Bond for Government MBBS Seats

This bond is a Bond for Liquidated Damages, executed at the time of admission for the 2026–2027 academic year. It is not optional for candidates to whom it applies.

1. Who executes the bond
   The bond is executed by:
   • The student (called “the Bounden”), and
   • Two sureties (with full residential addresses)
   The liability is joint and several, meaning:
   • The Government can recover the amount from the student alone, the sureties alone, or all together.
2. Courses covered under this bond
   The bond applies to candidates admitted to Government Medical/Dental Colleges in Kerala in the following courses:
   • MBBS
   • Other Medical and Allied Courses
   The bond text explicitly states: “selected to undergo MBBS Govt. Medical College in Kerala”
3. Bond amount (Liquidated damages)
   The bond specifies fixed monetary penalties:
   • MBBS → ₹10,00,000 (Rupees Ten Lakhs only)
4. When does the bond get enforced
   The bond amount becomes payable if the candidate violates the conditions mentioned in:
   • Clause 12.2.4 of G.O.(Ms) No.03/2026/HEDN dated 01.01.2026
   In practical terms, this includes situations such as:
   • Discontinuing the course after joining
   • Violating admission conditions
   • Any breach defined by the Government Order governing admissions for 2026–27
   The prospectus itself refers enforcement directly to the Government Order, not to college discretion.
5. Recovery mechanism
   If the bond amount becomes due:
   • The Government can recover it:
     • As arrears of land revenue
     • Under the Revenue Recovery Act
   • Recovery can be made from:
     • Movable property
     • Immovable property
     • Student and/or sureties
   No separate court decree is required.
6. Sureties’ liability
   The bond clearly states:
   • The liability of the sureties is co-extensive with that of the student
   • Giving time or concession to the student does not discharge the sureties
   • Changes in Government conditions do not invalidate the bond
   This is a very strong legal bond.

Registration Fees:

The MBBS fees in Kerala vary depending on whether students opt for government or private colleges. Government colleges offer affordable tuition, making medical education accessible to many, while private colleges provide advanced facilities with slightly higher fees.

Security Deposit: Candidates who do not take admission after allotment may have to pay a penalty or forfeit their security deposit, especially in later rounds of counselling.
