🏥 Admission of 'Wards of Insured Persons' (IPs) in UG Course

📋 About the Scheme

The Employees' State Insurance Corporation (ESIC), a statutory body established under the ESI Act, 1948, subsumed in the Social Security Code, 2020, under the administrative control of the Ministry of Labour & Employment, Government of India, has established Medical Education Institutions across the country.

The approved admission policy provides for "Seats allocated for wards of insured persons (IPs)" in UG courses (MBBS/BDS/BSc Nursing) after allocation under:
• All India Quota
• State Government Quota

✅ Eligibility for Admission

Candidates seeking admission under 'Seats allocated for wards of insured persons (IPs)' shall fulfill the following eligibility conditions:

 Ward of Insured Person (IP) Status

• The applicant must be a 'Ward of Insured Person' under the ESI Scheme
• The benefit is applicable only to those candidates whose parent/guardian qualifies as an 'Insured Person' as per the ESI Act
• The eligibility of the Insured Person for availing this benefit shall be determined with reference to the cut-off date of 30th September 2025
• Only those individuals who are Insured Persons as on this date shall be eligible to claim benefit for their ward(s)

 NEET (UG) – 2026 Requirement

• The candidate must have applied for and appeared in the National Eligibility cum Entrance Test (UG) – 2026 [NEET (UG)-2026]
• Admission to MBBS / BDS / BSc Nursing courses under this scheme is strictly linked to participation in NEET (UG)-2026

 Compliance with Regulatory Eligibility Criteria

The candidate must satisfy the minimum eligibility criteria prescribed by the respective regulatory and counselling authorities:

• Medical Counselling Committee (MCC)
• National Testing Agency (NTA)
• NEET (UG) Regulations
• National Medical Commission (NMC)
• Dental Council of India (DCI)
• Indian Nursing Council (INC)

The eligibility conditions, academic requirements, and admission norms shall be as applicable under these authorities for the academic session 2026–27

 Ward of Insured Person Certificate (Mandatory)

• The candidate must possess a valid 'Ward of Insured Person Certificate' issued by ESIC
• The certificate must be in the prescribed format: Annexure–3 (A); or Annexure–3 (B) (applicable for PDB / DB cases)
• The certificate shall be generated through the online application system of ESIC after approval by the Competent Authority
• The status of the certificate (Issued/Rejected) can be tracked online, and the certificate must be downloaded in PDF format for use during admission

 Age Condition (for Dependent Ward)

• The age of dependent male Ward of IP should not exceed 21 years as on the last date of submission of NEET (UG)-2026 application form i.e., 08 March 2026
• This age restriction shall not apply to dependent unmarried female Ward of IP, as per provisions of the ESI Act, 1948

 Additional Advisory

• Candidates are advised to refer to the websites of affiliating universities of respective ESIC Medical/Dental/Nursing Colleges for specific academic and institutional requirements applicable to the course and college

📊 Reservation Policy

📋 Applicability & Categories Covered

Reservation for admission shall be implemented as per the extant guidelines of the Central Government. The reservation policy shall apply uniformly to all seats earmarked under the IP category.

Categories Covered:
• Scheduled Castes (SC)
• Scheduled Tribes (ST)
• Other Backward Classes (OBC)
• Persons with Disabilities (PH)
• Economically Weaker Sections (EWS)
• Any other category as specified under Central Government policy from time to time

⚙️ Implementation & Governing Authority

• The allocation of seats shall be carried out in accordance with the Central Government reservation policy for SC / ST / OBC / PH / EWS etc.
• Reservation shall be applied during the process of allotment of seats under the All India pooled IP quota seats
• The reservation policy shall be as prescribed and applicable under Central Government rules, and shall be followed during counselling and seat allotment conducted by the designated authority

🔄 Mechanism of Seat Allocation

🌐 Pooling & Allocation

• All available seats under the IP category, across various States and Institutions, shall be pooled together on an 'All India Basis'
• These pooled seats shall be utilized for allotment among eligible candidates who are wards of Insured Persons (IPs)
• The pooled seats shall be allotted only to candidates who qualify as 'Ward of Insured Person (IP)' and fulfill the prescribed eligibility criteria
• Allocation shall be carried out from among such eligible candidates on an all-India level

⚖️ Guiding Principles & Centralized Process

Reservation Policy: The reservation policy of the Central Government shall be followed, including reservation for SC / ST / OBC / PH / EWS etc.

Merit-Based Allotment: Seats shall be allotted based on merit of the candidates, as determined in accordance with the applicable admission criteria. Merit shall be considered along with the applicable reservation norms during seat allocation.

Centralized Allotment: The allotment shall be conducted through a centralized mechanism, ensuring uniformity and transparency. All eligible candidates are considered on an All India basis, in accordance with merit and reservation policy.

🎯 Counselling & Selection Process

📋 Basis of Admission & Mode

Candidates shall be allotted seats on the basis of:
Merit, and
Preference of Institution exercised by the candidate

The allotment process shall follow the principle of 'merit-cum-preference', wherein candidates are considered according to their merit position along with their chosen institutions.

The counselling process shall be conducted through a centralized 'online' counselling system. All eligible candidates must participate in this online counselling process for seat allotment.

The counselling shall be conducted by the:
Directorate General of Health Services (DGHS)

The entire counselling process including Registration, Choice filling, Seat allotment, Schedule and updates shall be carried out through the official website:

• Regularly visit DGHS (www.mcc.nic.in) for counselling schedule and procedures
• Also visit ESIC website (www.esic.gov.in) for related information and notifications

📝 How to Apply

Step 1: Obtain 'Ward of Insured Person (IP) Certificate'

 Online Application Process:
• All candidates must obtain a valid 'Ward of Insured Person (IP) Certificate' for the academic session 2026–27 from ESIC
• Apply online through ESIC website: www.esic.gov.in
• Use laptop or desktop; click on the designated link

 Login Procedure:
• Login using OTP authentication, which will be sent to the registered mobile number of the Insured Person (IP) as per ESIC database

 Documents to be Uploaded:
a) Passport size photograph of the Ward of IP (candidate)
b) Passport size photograph of the Insured Person (IP)
c) Birth Certificate / Matriculation Certificate (proof of DOB)
d) NEET (UG)-2026 Admit Card
e) Affidavit by female candidate, wherever applicable
f) Affidavit by Insured Person (in case of female candidate) as per Annexure–5, wherever applicable

Step 1 (Contd.): Certificate Generation & Important Dates

Certificate Generation & Status Tracking:
• After submission and verification, a system-generated 'Ward of IP Certificate' shall be issued upon approval by the Competent Authority
• Candidates can track status on the ESIC website as: Issued or Rejected
• In case of approval: Certificate available in PDF format for download
• In case of rejection: Reason for rejection shall be displayed

📅 Important Dates for Certificate Application:
Start of Online Application: 30 April 2026 (tentative)
Last Date for Online Application: 28 May 2026 (up to 23:59 hrs)
Last Date for Issue of Certificate: 31 May 2026
• Any change in the above dates shall be notified on the ESIC website

Step 2: Registration for Counselling

• After obtaining the 'Ward of IP Certificate', candidates must register for counselling through the DGHS website: www.mcc.nic.in
• Registration is mandatory for participation in the counselling process for admission to: MBBS, BDS, and BSc Nursing under the IP quota
• Candidates must participate in the centralized online counselling process conducted by DGHS for allotment of seats

💳 Admission Payment at Time of Joining

After allotment of seat, the candidate shall deposit the following at the time of admission:

(a) For MBBS / BDS Courses:
• Demand Draft (DD) of ₹24,000/-
• Drawn in favour of: 'ESI Fund A/c No. 2'
• Payable at: the city where the allotted college is located

(b) For BSc Nursing Course:
• Demand Draft (DD) of ₹10,000/-
• Drawn in favour of: 'ESI Fund A/c No. 2'
• Payable at: the city where the allotted college is located

⚠️ There shall be no capitation fee or profiteering in any form for admission under this scheme

📄 Documents Required at Admission

After allotment of seat, the candidate must report to the concerned Medical / Dental / Nursing College and produce the following documents in original along with self-attested copies for verification. Failure to produce required documents shall result in the candidate not being allowed to complete the admission process.

• 'Ward of Insured Person Certificate' issued by ESIC as per Annexure–3 (A) or Annexure–3 (B)

 Category Certificates (if applicable):
• SC / ST / OBC / EWS Certificate issued by competent authority
• PH Certificate (subject to verification by competent ESIC Medical Board)
• EWS Certificate

 Affidavits (For Female Candidates Only):
• Affidavit by the candidate as per Annexure–4

⚠️ Important Instructions

• Admission to UG courses (MBBS / BDS / BSc Nursing) under this scheme shall be carried out strictly in accordance with the approved admission policy and procedure of ESIC and Government of India, based on NEET (UG)-2026

• The allotment of seats shall be done through centralized 'online' counselling conducted by DGHS as per the schedule available on: www.mcc.nic.in

• Candidates are advised to regularly visit the following websites for updates:
  – ESIC website: www.esic.gov.in
  – DGHS (MCC) website: www.mcc.nic.in

• All provisions related to admission under the IP quota, including eligibility, certification, and seat allocation, shall be as specified by ESIC from time to time

📅 Eligibility Cut-Off Conditions

 Eligibility of Insured Person

• The eligibility of an Insured Person (IP) for availing the benefit of admission for his/her ward shall be determined with reference to a fixed cut-off date
• The critical cut-off date: 30th September 2025
• Only those individuals who qualify as 'Insured Persons' as per the ESI Act on or before this date shall be eligible to claim the benefit of IP quota seats for their child/children

 Age Condition for Ward of IP

• The age of the dependent male Ward of IP shall not exceed 21 years, as on the last date of submission of NEET (UG)-2026 application form i.e., 08 March 2026
• This age restriction is specifically applicable to dependent male wards seeking admission under the IP quota
• The above age limit shall not apply to dependent unmarried female wards, in accordance with the provisions of the ESI Act, 1948

Additional Provisions

 Execution of Bond:
• Candidates admitted to MBBS / BDS courses under this scheme shall be required to execute a bond for service, as prescribed
• The format of the UG bond is provided in: Annexure–6A and Annexure–6B

 Governance of IP Seats:
• The IP seats shall be filled and regulated as specified by ESIC from time to time

 Definition of Key Terms:
• The definitions and eligibility criteria relating to 'Insured Person' and 'Ward of Insured Person (IP)' shall be as specified in the relevant provisions of the admission policy (Annexure–1)

📑 Annexure – Admission Policy (Salient Features)

Admission Policy for Undergraduate (MBBS / BDS) Courses – Academic Session 2026-27

 All India Quota (AIQ)

15% of total available seats in each Medical Institution shall be reserved as All India Quota
• Alternatively, the quota shall be as per the prevailing directives of the Central Government (Ministry of Health & Family Welfare)
• These seats shall be filled in accordance with: Central Government policy, Applicable reservation policy, and Prescribed procedures

 State Government Quota

• Seats shall be allocated based on the location of the ESIC Medical Institution
• The quota shall be as per: Policy of the respective State Government applicable to unaided non-minority institutions; or As mutually agreed between the State Government and ESIC
• Admission to these seats shall be governed by: State Government policy, Reservation policy, and Procedures of the respective State

 Seats for Wards of Insured Persons (IPs)

Remaining seats after allocation to All India Quota and State Government Quota shall be designated as: 'Seats allocated for wards of insured persons (IPs)'

These seats shall:
• Be pooled on All India basis from ESIC Medical / Dental Colleges
• Be allotted to eligible Wards of Insured Persons (IPs)
• Be filled based on merit-cum-preference
• Follow procedures specified by ESIC from time to time

 Methodology for Filling IP Quota Seats

 Pooling of Seats:
• Seats across various States shall be pooled on All India basis

 Basis of Allotment:
• Seats shall be filled on merit-cum-preference basis

 Reservation Policy:
Central Government reservation policy shall be followed within IP quota seats

📜 Service Bond Details

📋 Annexure–6A: Service Bond for ESIC College Students

Candidates admitted to MBBS / BDS courses in ESIC Medical or Dental Colleges under the IP quota are required to execute a mandatory service bond at the time of admission.

This bond is a legally enforceable agreement executed on non-judicial stamp paper and duly notarized. Signed by: Candidate (Bounden), Parent/Guardian/Surety, and Witnessing authority from the ESIC institution.

Purpose: The bond is executed to ensure that the candidate: Completes the course successfully, and Serves under ESIC / ESI Scheme institutions after completion of the course.

Bond Amount: ₹5,00,000/- (Rupees Five Lakh only)
• In case of violation, interest @ 12% may also be applicable

Mandatory Service Requirement:
• Serve for a period of one year
• In any ESIC institution / ESIC hospital / ESI Scheme institution
• Anywhere in India

Bond becomes enforceable if the candidate:
• Discontinues the course midway, OR
• Refuses to complete the mandatory one-year ESIC service after graduation

Witnessing Authority: The Dean / Administrative Officer of the ESIC Medical Education Institution signs as witness.

📋 Annexure–6B: Service Bond for State Govt. College Students

Candidates admitted through ESIC IP quota seats in participating State Government Medical Colleges are also required to execute a service bond under Annexure–6B.

The bond is: Legally binding, Executed on stamp paper, Duly notarized, and Signed by candidate and surety.

Bond Liability: ₹5,00,000/- (Rupees Five Lakh only)
• Interest @ 12% may be charged in case of violation

Mandatory One-Year Service: After successful completion of MBBS course, the candidate must serve for one year in ESIC institution / ESI Scheme institution anywhere in India.

Bond liability becomes applicable if:
• Candidate discontinues the course, OR
• Fails to complete the mandatory one-year service obligation

Witnessing Authority: Regional Director / RD (I/c) of ESIC Regional Office signs as witness.

🏦 Bank Guarantee Provision (Both Bonds)

Candidates and sureties are given two options:

Option 1 – Furnish Bank Guarantee:
• Bank Guarantee of ₹5,00,000 must be submitted
• To be furnished one month before completion of internship
• Validity period: 14 months
• In favour of: Dean of the ESIC Institution (6A) / Regional Director, ESIC (6B)
• If furnished: Original documents may be released by ESIC

Option 2 – No Bank Guarantee:
• ESIC may retain original certificates/documents
• Documents remain retained until: Completion of mandatory service, OR Payment of bond liability

Recovery Clause:
• ESIC can recover dues from both candidate and surety jointly and severally
• Recovery may be treated like arrears of land revenue
• Action may be taken against movable and immovable property if required

Internship Stipend: Candidates shall receive stipend as per Ministry of Health & Family Welfare / ESIC norms applicable at that time.

⚠️ The provision regarding Bank Guarantee is currently stated to be subject to final outcome of various Writ Petitions pending before Hon'ble High Courts.

⚠️ Important Takeaway for Students & Parents

Before accepting admission under ESIC IP quota seats, candidates should clearly understand that:

• Admission carries a compulsory service obligation
One-year ESIC service anywhere in India is mandatory
• Bond amount is ₹5 lakh
Original documents may remain with ESIC if Bank Guarantee is not submitted
Failure to comply may result in legal and financial recovery proceedings
