Foreign Universities Opening Campuses in India: Expanding Horizons in Higher Education

India’s education stage is getting a global makeover. The UGC was ready for business in 2023, with regulations to invite high-quality foreign universities to set up full-fledged campuses here. That’s so Indian students can get a world-class education without ever having to stuff a suitcase. Let’s make sense of the newcomers and what they add to India’s academic tapestry.


Already Here: Shores of Knowledge Operating in India

  • Deakin University (Australia)

    Took the first step in 2024 by setting up shop in Gujarat’s GIFT City. It has master’s programs in Business Analytics and Cyber Security - real-deal degrees, not franchised or outsourced.

  • University of Wollongong (Australia)

Already teaching in GIFT City from November 2024, with Computing-focused credentials like graduate certificates to a full master’s in Computing.


What’s Happening Locally — And Why It Matters


The University of Southampton already has its Gurgaon campus doors wide open to more than 170 students in August, which gives the same world-class standards as the UK based campus, as well as more than 75 faculty from around the world. Tuition fees are anticipated to be lower than those in the UK, and it is not necessary to have obtained certain scores in English tests.


Liverpool’s Bengaluru campus is also next in line, which is slated to open by 2026–27.


Meanwhile, the Maharashtra government has its sights set on having an “Education City” in Navi Mumbai. It has secured Letters of Interest from five institutions - Aberdeen, York, Western Australia, Illinois Tech and IED - evidence as well of its determination to turn the area into a worldwide academic draw.

Why This Matters (Beyond the Hype)


India’s opening to foreign campuses is not just cosmopolitan window-dressing - it’s also a strategic play. The same also stands in sync with the new National Education Policy 2020, as well as the UGC 2023 drive to turn India into a global education hub. And while some universities look far abroad to ease the financial crunch at home by recruiting post-graduate students from India’s vast middle class and growing thirst for elite degrees.


These campuses, besides cutting the cost and friction of traveling abroad, are intended to deliver the same caliber of academic programs, global brand, and academic autonomy that can be found overseas. But there is a warning tucked under the fold: the expansions come with financial risks for universities, and the government will need to protect quality.


Additional Universities on the Horizon


Outside of these nine, there are several more in the pipeline, so around 15 in total. Notable mentions include:

  • University of Western Australia (Australia): Two campuses in Mumbai/Navi Mumbai and Chennai targeting marine sciences and business, to be operational by 2026.

  • University of Aberdeen (UK): Mumbai/Navi Mumbai (focusing on energy and law), as Scotland’s first in India.

These moves are part of turning India into a superpower in the education sector. Benefits are affordable access to world degrees (which are usually 40-50% cheaper than studying abroad), cultural exchange and increased R&D. Nonetheless, hurdles such as regulations and quality equivalence remain. Check UGC recognitions for IILM and campus-specific admissions on the website for recent updates.
