The Medical Counselling Committee (MCC) has published the official NEET UG 2025 Information Bulletin, under the Directorate General of Health Services (DGHS) which has brought more changes to the counselling process. Aspirants need to be familiar with the changes to the guidelines and rules to not get in trouble that could lead to cancellation of candidature, or being debarred from the whole counselling process.

1. New Rules & Guidelines for NEET UG Counselling 2025
The MCC (Medical Counselling Committee) has implemented several key changes to increase transparency, decrease seat blocking, and provide an equal allocation of seats.
1.1 Single Registration & Application Rules
• Candidates can register for NEET UG 2025 counselling only once.
• If candidates register/make an application more than once, their candidature will be automatically cancelled and they will be debarred from all rounds of counselling.
1.2 Forfeiture of Security Deposit
The refundable security deposit could be forfeited in the following circumstances: if a candidate have allotted a seat in Round 2 or later rounds and failed to join/report to the Institute; or cancelled admission for the submission of wrong details; or did not bring original documents for reporting; or exits from Round 3 after the seat is allotted.
1.3 Four counselling rounds
MCC counselling will be conducted in four rounds as stated in the order issued by the Hon’ble Supreme Court:
1. Round 1
2. Round 2
3. Round 3 (old mop-up round)
4. Stray vacancy round
Departure from earlier policy – No seats will revert to states following Round 2.
1.4 Rules on upgradation
• Upgradation will be allowed by the MCC for three rounds of counselling.
• Once a candidate has joined a college in Round 3, he/she will no longer be allowed to resign and, therefore, will not be allowed to participate in additional rounds of counselling with the MCC.
1.5 Candidates must physically report
• Students must report to the allotted college with original documents in hand;
• A candidate may not report to the college through a proxy or any person designated as an agent by the candidate.
1.6 No changes to candidate information
• MCC will not edit/modify personal information ( such as Name, DOB, category etc.);
• All personal details will auto-fetch from the NTA Database. It is the responsibility of the students to ensure that details entered during NTA NEET UG registration is correct.
1.7 Domicile-Free All India Quota (AIQ)
The 15% AIQ seats are open to all candidates irrespective of domicile.
1.8 Reservation Policy (AIQ Seats)
As per the Central Government Reservation Policy:

1.9 Document Verification and Strict Verification of Eligibility
• Original documents (NEET Scorecard, admit card, certificates of class 10 and 12, category certificate, NRI certificate, etc.) need to be carried at the reporting time.
• Any discrepancies in the name or details must include a notarized affidavit unless the admission will be cancelled.
1.10 Refund Policy
• The security deposit will be refunded to your account as the same as as while payment made.
• Refund of security deposit is not possible to NRI account; only NRO account is considered.
2. Latest Changes in NEET UG 2025
2.1 OCI Cardholders – Equal to Indian Citizens
- Following a Supreme Court order, OCI cardholders are now treated at par with Indian citizens. They are eligible for UR (General) category seats as well as NRI quota seats.
2.2 Uniform Counselling Software for States
- MCC has developed a centralized software to ensure uniformity and transparency in counselling across all states.
2.3 Seat Conversion Algorithm (Round 3)
- If seats remain vacant after exhausting candidates in a particular category, they will be convertedas per the following algorithm:
- ST → SC → UR
- SC → UR
- EWS → UR
- NRI/Minority seats → UR.
2.4 Stray Vacancy Round Changes
- MCC will conduct Stray Vacancy Round online for both AIQ & Deemed Universities.
- If allotted in Stray Round, joining is compulsory; failure to join will lead to forfeiture of security deposit and disqualification from further rounds.
3. Eligibility & Minimum Marks Required for NEET UG 2025
3.1 NEET UG Eligibility Criteria (As per NMC/DCI Regulations)
- General/UR/EWS Candidates – Minimum 50% marks in Physics, Chemistry, Biology/Biotechnology in Class 12.
- SC/ST/OBC Candidates – Minimum 40% marks in PCB.
- PwBD Candidates – Minimum 40% marks in PCB.
Additionally, candidates must:
- Qualify NEET UG 2025 with minimum cut-off percentile.
- Secure a valid NEET UG rank issued by NTA.

4. NEET UG Counselling 2025 – Process Overview
4.1 Counselling Rounds
- Round 1 – Registration, fee payment, choice filling, allotment, physical reporting.
- Round 2 – Fresh choice filling (upgradation allowed).
- Round 3 (Mop-Up) – Fresh registrations allowed; once joined, no resignation permitted.
- Stray Vacancy Round – Final round for leftover seats; compulsory joining after allotment.
4.2 Important Points
- Free Exit – Allowed after Round 1.
- Exit with Forfeiture – After Round 2 or 3, candidates exiting will lose their security deposit.
- No Resignation Post Round 3 – Strictly binding after joining.
